MINUTES GEORGETOWN COA

The Board of the Georgetown COA met on Tuesday, December 18, 2012, noon at the First Congregational Church.  The Board was called to order at 12:16 p.m. by Chair Claire Maimone.

Present were: Claire Maimone, Cynthia Tardif, Chandler Noyes, Diane Prescott, Jeannine DesJardins and Nancy Thompson, and COA Director Colleen Ranshaw-Fiorello.

The Secretary’s Report for November 27, 2012 was approved as presented.  Treasurer Chandler Noyes’ move to accept the report was seconded by board member Diane Prescott. The report was unanimously accepted.

Correspondence: There was no correspondence to review.

Old Business:
  • The MUNIS training, municipal finance software, planned for Town hall staff has been postponed.  Once the training takes place, each department will be responsible for entering bills payable, payroll and annual budget information into the MUNIS system, providing uniformity to record keeping and the ability to track each department’s budget in “real time.” To begin the FY14 budget process, Town Administrator Michael Farrell has asked town departments to submit a level services budget along with a budget for non-general fund expenses (formula grant), as well as FY14 goals and FY13 challenges and accomplishments. The deadline to submit budget information is the first week of January. With a motion by Chandler Noyes and seconded by Jeannine DesJardins, COA board members voted to recommend a level service budget of $89,856.  Along with other town positions, the salary portion of the COA budget will include a 2.5 percent increase.
New Business:
  • Along with other town employees and board members, COA board members will be required to complete the State Ethics Commission’s new conflict of interest on-line training program by April.  COA board members will take the test in small groups at the COA office.
The Treasurer’s Report:
  • Colleen presented the Treasurer’s report explaining the spending in the COA Expense Line and Formula Grant for November and to-date in December. The report also included payroll information and the amount received in donations for the Council on Aging Gift Account and from participants in the Strength Training and Yoga Classes as well as van participants. Jeannine DesJardins’ move to accept the report was seconded by Board Member Diane Prescott.  The report was unanimously accepted.
The Director’s Report:
  • Colleen presented the Director’s Report noting November statistics which included General Information Services, Case Management, Home Visits, Reassurance Calls, Medical Equipment, Newsletters mailed, NEET, Congregate Meals, Elder Brown Bag, Van Service, Social Events, Cultural Events, Health Screening, Health Education and Classes.
  • To assist the Merrimack Valley Nutrition Project in seeking federal funding from the U.S. Administration on Aging, the Georgetown Council on Aging (COA) conducted a needs assessment/participant survey in October 2012.  In addition to registering participants and gathering client demographics, the survey also identified client psychosocial and physiological needs regarding nutrition. Treasurer Chandler Noyes move to accept the report was seconded by Board Member Diane Prescott and the report was unanimously accepted.

Adjourn: The COA adjourned at 1:15 p.m.  Treasurer Chandler Noyes’ move to adjourn was seconded by Board member Diane Prescott and the motion was unanimously approved.
