MINUTES GEORGETOWN COA
Tuesday, November 27, 2012

The Board of the Georgetown COA met on Tuesday, November 27, 2012, noon at the First Congregational Church.  The Board was called to order at 12:09 p.m. by Chair Claire Maimone.

Present were: Claire Maimone, Cynthia Tardif, Chandler Noyes, Diane Prescott, Esther Palardy, and COA Director Colleen Ranshaw-Fiorello.

The Secretary’s Report for October 23, 2012 was approved as presented.  Treasurer Chandler Noyes’ move to accept the report was seconded by board member Diane Prescott. The report was unanimously accepted.

Correspondence: There was no correspondence to review.

Old Business:
  • The COA will hold the annual Holiday Party Monday Dec. 10, 1 p.m. at Trestle way.  Chandler Noyes will provide musical entertainment.  The Country Gardeners will provide centerpieces and a buffet lunch will be served. The Friends of the Council on Aging will fund the food for the party.  Colleen will talk with Housing Authority Director Diane Drinan to coordinate setting up the tables on the morning of the party. Board members Esther Palardy and Diane Prescott will both be on hand to assist.  Colleen has also asked the Friends of the Council on Aging to assist with serving and clean-up.
New Business:
  • The money needed to design and build a new Penn Brook Elementary School was approved at the Nov. 1, 2012 Special Town Meeting and the Nov. 6, 2012 election.  Construction is projected to be complete by the summer of 2015 with occupancy planned for September 2015.  As Kindergarten and first grade classes move to the new school in 2015, space at the Perley School may become available for the Council on Aging.  Selectman Stephen Smith met with Colleen following the election and said the selectmen will begin to consider the opportunity for the COA to move to the Perley School during the upcoming budget process.
  • Town hall staff will be trained to use MUNIS, municipal finance software in December.  Each department will be responsible for entering bills payable, payroll and annual budget information into the MUNIS system, providing uniformity to record keeping and the ability to track each department’s budget in “real time.”  Along with other department’s budgets, the COA’s FY14 budget will be prepared following the training.  A draft of the budget should be available for the COA to review at the December 18, 2012 meeting.
 
The Treasurer’s Report:
  • Colleen presented the Treasurer’s report explaining the spending in the COA Expense Line and Formula Grant for October and to-date in November. The town received the first payment of the EOEA FY13 Formula Grant on Nov. 23, 2012. The report also included payroll information and the amount received in donations for the Council on Aging Gift Account and from participants in the Strength Training and Yoga Classes as well as van participants. Vice-Chair Esther Palardy’s move to accept the report was seconded by Board Member Diane Prescott.  The report was unanimously accepted.
The Director’s Report:
  • Colleen presented the Director’s Report noting October statistics which included General Information Services, Case Management, Home Visits, Reassurance Calls, Medical Equipment, Newsletters mailed, NEET, Congregate Meals, Elder Brown Bag, Van Service, Social Events, Cultural Events, Health Screening, Health Education and Classes.
  • The COA and Board of Health held a successful flu clinic on Nov. 7, serving 51 individuals.  Board members Nancy Thompson, Jeannine Desjardins, Esther Palardy and Cynthia Tardif along with volunteer Sue Gardiner provided volunteer support.
  • The Kiwanis held a successful Thanksgiving dinner on Nov. 17, serving 210 with an additional 27 individuals served with home-delivered meals.  Colleen and Nick delivered 19 meals to Trestle Way residents and one resident in town.  The home-deliveries allowed for a home visit and opportunity to catch up with residents, noting changes and assessments.
  •  In preparation for the 2014-2017 State Plan on Aging, the Georgetown COA was selected by the EOEA as one of 36 Senior Centers and COAs across the state to administer a Senior Center Participation Survey to 30 COA participants.  The survey focused on outcomes from attending COA activities along with an evaluation of programs and management.  A report of the survey results will be generated and sent to the town in January 2013.  In addition, Colleen was asked by the EOEA to complete a survey regarding service priorities, transportation, emergency management planning, evidence-based injury/fall prevention programs, physical activities offered by the community and initiatives in the past three years to address target groups identified in the Older Americans Act as well as the elder population at large.
  • Treasurer Chandler Noyes move to accept the report was seconded by Board Member Diane Prescott and the report was unanimously accepted.

Adjourn: The COA adjourned at 1 p.m.  Treasurer Chandler Noyes’ move to adjourn was seconded by Board member Esther Palardy and the motion was unanimously approved.
