MINUTES GEORGETOWN COA

The Board of the Georgetown COA met on Tuesday, August 28, 2012, noon at the First Congregational Church.  The Board was called to order at 12:10 p.m. by Chair Claire Maimone.

Present were: Cynthia Tardif, Chandler Noyes, Diane Prescott, Jeannine DesJardins, Claire Maimone, Esther Palardy, Jean Perley, COA Director Colleen Ranshaw-Fiorello and guest Marion Harding.

The Secretary’s Report for June 19, 2012 was approved as presented, following a grammatical correction.  Board member Chandler Noyes’ move to accept the report was seconded by board member Jeannine DesJardins. The report was unanimously accepted.

New Business:
  • State Formula Grant- The FY13 state Formula Grant and Statement of Authorization was signed by Claire Maimone and Board of Selectmen Chair David Surface and submitted to the state.  The amount of the town’s formula grant has increased from $8,925 to $9,996 due to the increase in the town’s elder population as reported in the 2010 U.S. Census as well as the commitment by the state legislature to fund the state budget line at $7 per elder.  Categories in the grant budget include stipends for the Meal Site Manager and Site Assistant, postage for newsletter bulk mailings, volunteer recognition, rent, and conference/staff training.  The additional funds in the Formula Grant allowed the proposed budget to reflect slight increases in the stipends for the Meal Site Manager and Meal Site Assistant along with increases in the rent and newsletter postage budget categories.
  • Annual Reports- COA Board members reviewed the COA’s FY 12 Annual Report, submitted to Town Administrator Michael Farrell and the Board of Selectmen.  Board members also reviewed the COA’s FY12 Annual Report required by the state Executive Office of Elder Affairs.
  • Men’s Breakfast sponsor- Crosby’s Marketplace has again agreed to sponsor the monthly Men’s Breakfast program for FY13.  Colleen will write a letter to the editor for the Newburyport Daily News and the Georgetown Record thanking Crosby’s for their continued support.
  • COA board members agreed to recommend to the Board of Selectmen that resident and COA Volunteer Nancy Thompson be appointed to fill the vacant position available on the board at this time.  Treasurer Chandler Noyes moved to recommend Nancy’s appointment to the COA.  The motion was seconded by Vice Chair Esther Palardy.  Nancy’s application and board’s recommendation will be submitted to the Board of Selectmen for their consideration.
  • Colleen plans to attend the Annual MCOA Conference scheduled for October 3-5, 2012.
  • The First Congregational Church will be closed to the COA for lunch and other activities the week of October 15 as the church prepares for the annual fair.  Exercise classes and a Canine Demonstration TRIAD event will be held as planned at Trestle Way and a SHINE presentation will be held at Town Hall.
The Treasurer’s Report:
  • Colleen presented the Treasurer’s report explaining the spending in the COA Expense Line and Formula Grant for July and to-date in August.  The report also included payroll information and the amount received in donations for the Council on Aging Gift Account and from participants in the Strength Training and Yoga Classes as well as van participants. The COA Donations Account recently received several gifts in memory of Alice Girrior. Vice Chair Esther Palardy’s move to accept the report was seconded by Board Member Diane Prescott.  The report was unanimously accepted.
The Director’s Report: Colleen presented the Director’s Report noting June and July statistics which included General Information Services, Case Management, Home Visits, Reassurance Calls, Medical Equipment, Newsletters mailed, NEET, Congregate Meals, Elder Brown Bag, Van Service, Social Events, Cultural Events, Health Screening, Health Education and Classes. Treasurer Chandler Noyes move to accept the report was seconded by Board Member Jeannine DesJardins and the report was unanimously accepted.

Adjourn: The COA adjourned at 12:45 p.m.  Treasurer Chandler Noyes’ move to adjourn was seconded by Vice Chair Esther Palardy and the motion was unanimously approved.
