MINUTES GEORGETOWN COA
Tuesday, April 3, 2012

The Board of the Georgetown COA met on Tuesday, April 3, 2012, noon at Town Hall.  The Board was called to order at 12 p.m. by Chair Claire Maimone.

Present were: Corona Magner, Cynthia Tardif, Diane Prescott, Jeannine Desjardins, Claire Maimone, Esther Palardy, Chandler Noyes, Jean Perley and COA Director Colleen Ranshaw-Fiorello.

The Secretary’s Report for February 28, 2012 was approved as presented.  Treasurer Chandler Noyes’ move to accept the report was seconded by Vice Chair Esther Palardy. The report was unanimously accepted.

Correspondence:  With regret, the COA accepted the resignation of long-time board member Barbara Miller who recently moved away from the community.  Town Clerk Jan McGrane notified the Board of Selectmen of Barbara’s resignation.

Old Business:

  • Colleen reported that she provided the Finance Committee with additional information regarding how the COA prepared the portion of the COA budget related to van gasoline usage.  When she prepared the budget plan in December, Colleen used the previous year’s data along with the spending to date in FY12.~~In calculating the potential costs of gasoline in the FY13 COA level-service budget, Colleen used the 4.1 percent CPI index for the Merrimack Valley to help in estimating an increase in gasoline costs.~ She also attempted to factor the costs of routine maintenance including oil changes, tire rotation (as required by the van grant) and annual inspection costs. ~
  • Colleen reported that the $3,295 grant submitted to the EOEA Service Incentive Grant program was approved.  In partnership with the Georgetown, Merrimac, and West Newbury Councils on Aging the grant will fund a three-part Mental and Cognitive Health project.  The money will be used to contract with a Licensed Mental Health Clinician/Licensed Clinical Social Worker (LIMHC/LICSW) who will lead professional development programs in each of the three towns along with monthly support groups in each of the three towns. Colleen and Merrimac COA Director Laura Dillingham-Mailman interviewed two clinicians for the position.  Edna Lezotte, D. Min. LISCW has agreed to fill the position.  Edna brings vast experience as a clinician, therapist and educator and will be a valuable asset to the project.  The first support group in Georgetown is scheduled for Wed. April 18, 10 a.m. at the First Congregational Church.
New Business:
  • COA Board members said they will continue to talk with others in the community regarding potential candidates to fill the unexpired full-time board position or to fill an alternate position.
  • Following Barbara Miller’s resignation, board member Jean Perley said that she would consider filling the role as the COA’s Secretary/Clerk. An election for the position will be held at the board’s April 24, 2012 meeting.
  • While the First Congregational Church was closed to activities the week of April 1, COA activities were cancelled or successfully rescheduled.
  • As required by the state Department of Transportation, Colleen reported that monthly data collection for the MAP Van successfully began in March.
The Treasurer’s Report:
  • Colleen presented the Treasurer’s report explaining the spending in the COA Expense Line and Formula Grant for February and to-date in March.  The report also included payroll information and the amount received in donations for the Council on Aging Gift Account and from participants in the Strength Training and Yoga Classes as well as van participants. The town has not yet received the second half of the state Formula Grant. Vice Chair Esther Palardy’s move to accept the report was seconded by Board Member Diane Prescott.  The report was unanimously accepted.
The Director’s Report: Colleen presented the Director’s Report for February noting statistics that included General Information Services, Case Management, Home Visits, Reassurance Calls, Medical Equipment, Newsletters mailed, NEET, Congregate Meals, Elder Brown Bag, Van Service, Social Events, Cultural Events, Health Screening, Health Education and Classes. Vice Chair Esther Palardy’s move to accept the report was seconded by Treasurer Chandler Noyes and the report was unanimously accepted.

Adjourn: The COA adjourned at 12:40 p.m.  Vice Chair Esther Palardy’s move to adjourn was seconded by Treasurer Chandler Noyes and the motion was unanimously approved.
