MINUTES GEORGETOWN COA
Tuesday, February 28, 2012

The Board of the Georgetown COA met on Tuesday, February 28, 2012, noon at the First Congregational Church.  The Board was called to order at 12:10 p.m. by Chair Claire Maimone.

Present were: Corona Magner, Cynthia Tardif, Diane Prescott, Jeannine Desjardins, Claire Maimone, Esther Palardy, Chandler Noyes, Jean Perley and COA Director Colleen Ranshaw-Fiorello.

The Secretary’s Report for January 24, 2012 was accepted, following an amendment to correctly to note that COA Board member Jean Perley had also attended the meeting.  Treasurer Chandler Noyes’ move to accept the report was seconded by Corona Magner.

Old Business:
  • Colleen reported that the FY 13 budget had been presented to the Finance Committee on Wednesday Feb. 15, 2012.  As requested by the Finance Committee and Town Administrator, Colleen presented a level-funded budget of $82,124 and a level-service budget of $87,295.  Board members Esther Palardy and Cynthia Tardif also attended the meeting.  The meeting included good discussion regarding the challenges of a level-funded budget and the need to include the increased costs of doing business in the proposed budget.  Colleen provided Finance Committee members with copies of the newsletter and the FY11 annual report.
  • Colleen reported that there was no further news yet regarding the $3,295 grant submitted to the EOEA Service Incentive Grant program.  In partnership with the Georgetown, Merrimac, and West Newbury Councils on Aging the grant would fund a three-part Mental and Cognitive Health project.  The money would be used to contract with a Licensed Mental Health Clinician/Licensed Clinical Social Worker (LIMHC/LICSW) who would lead professional development programs in each of the three towns along with monthly support groups in each of the three towns.  
  • Colleen also noted the concerns raised by Governor Patrick’s proposed $1.5 million budget cut to the Elder Nutrition Project.  Affecting both congregate meal sites and home delivered meals, the reduction would mean 16,000 less meals in the Merrimack Valley. An article covering the issue as well as an editorial were both included in the Feb. 23, 2012 issue of the Georgetown Record.  Colleen has also expressed concerns for the proposed budget reduction at meetings with Elder Services of Merrimack Valley and Massachusetts Councils on Aging.
 
New Business:
  • COA Board member Barbara Miller is in the process of moving from town.  Once relocated to another town, she will need to resign from the board.  COA Board members said they will talk with others in the community regarding potential candidates to fill the unexpired full-time board position or to fill an alternate position.
  • Colleen also noted that the First Congregational Church will be closed to all activities the week of April 1.  The blood pressure clinic has been rescheduled for Tuesday April 10, 10 a.m. at the First Congregational Church.  If an additional meeting for the diabetes self-management program is necessary, the program will be held at Town Hall.  The congregate meal site will be closed for the week.+
The Treasurer’s Report:
  • Colleen presented the Treasurer’s report explaining the spending in the COA Expense Line and Formula Grant for January and to-date in February.  The report also included payroll information and the amount received in donations for the Council on Aging Gift Account and from participants in the Strength Training and Yoga Classes as well as van participants. The town has not yet received the second half of the state Formula Grant. Vice Chair Esther Palardy’s move to accept the report was seconded by Board Member Diane Prescott.  The report was unanimously accepted.
The Director’s Report: Colleen presented the Director’s Report for January noting statistics that included General Information Services, Case Management, Home Visits, Reassurance Calls, Medical Equipment, Newsletters mailed, NEET, Congregate Meals, Elder Brown Bag, Van Service, Social Events, Cultural Events, Health Screening, Health Education and Classes. Vice Chair Esther Palardy’s move to accept the report was seconded by Treasurer Chandler Noyes and the report was unanimously accepted.

Adjourn: The COA adjourned at 12:55 p.m.  Treasurer Chandler Noyes’ move to adjourn was seconded by Diane Prescott and the motion was unanimously approved.
