MINUTES GEORGETOWN COA
Tuesday, January 24, 2012

The Board of the Georgetown COA met on Tuesday, January 24, 2012, noon at the First Congregational Church.  The meeting was called to order at 12:05 p.m. by Chair Claire Maimone.

Present were: Corona Magner, Cynthia Tardif, Diane Prescott, Jeannine Desjardins, Claire Maimone, Esther Palardy, Chandler Noyes, Jean Perley and COA Director Colleen Ranshaw-Fiorello.

The Secretary’s Report for December 27, 2011 was accepted as read.  Treasurer Chandler Noyes’ move to accept the report was seconded by Vice Chair Esther Palardy.

Old Business:
  • Colleen presented an update on the FY 13 budget process.  As requested by the Finance Committee and Town Administrator, Colleen will present a level-funded budget of $82,124 and a level-service budget of $87,295 to the Finance Committee on Wednesday Feb. 15, 7 p.m.  Board members Esther Palardy and Cynthia Tardif plan to attend.
New Business:
  • Colleen has submitted a $3,295 grant to the EOEA Service Incentive Grant program.  In partnership with the Georgetown, Merrimac, and West Newbury Councils on Aging the grant would fund a three-part Mental and Cognitive Health project.  The money would be used to contract with a Licensed Mental Health Clinician/Licensed Clinical Social Worker (LIMHC/LICSW) who would lead professional development programs in each of the three towns along with monthly support groups in each of the three towns.  The LIMHC/LICSW would also be responsible for the development of case management plans with COA staff as a follow-up to individual consultations that might occur as the result of participation in the support groups. The professional development program would be designed to provide COA staff, Police and Fire Department personnel and Public Health personnel of each town with education and information regarding elder mental health issues along with strategies and resources to assist COA staff and municipal departments in responding to difficult situations that might occur as the result of elders living with mental health challenges.  
The Treasurer’s Report:
  • Colleen presented the Treasurer’s report explaining the spending in the COA Expense Line and Formula Grant for December and to-date in January.  The report also included payroll information and the amount received in donations for the Council on Aging Gift Account and from participants in the Strength Training and Yoga Classes as well as van participants.  Vice Chair Esther Palardy’s move to accept the report was seconded by Board Member Cynthia Tardif.  The report was unanimously accepted.
The Director’s Report: Colleen presented the Director’s Report for December noting statistics that included General Information Services, Case Management, Home Visits, Reassurance Calls, Medical Equipment, Newsletters mailed, NEET, Congregate Meals, Elder Brown Bag, Van Service, Social Events, Cultural Events, Health Screening, Health Education and Classes.
  • Colleen also noted that 20 participants in the Tax Incentive Program are connected with positions and beginning their work with Town Departments.  The program includes 10 new participants and 10 returning participants.  A lottery was necessary to seat the returning participants and seven previous participants are on a wait list in the event that current participants are unable to complete the program.
  • Colleen also noted that the Georgetown Cultural Council awarded a $589 grant to the Council on Aging for a series of four musical programs.
Vice Chair Esther Palardy’s move to accept the report was seconded by Board Member Corona Magner and the report was unanimously accepted.
