MINUTES GEORGETOWN COA
Tuesday, March 22, 2011

The Board of the Georgetown COA met on Tuesday, March 22, 2011. The meeting was called to order at 12:10 p.m. by Vice-Chairwoman Corona Magner.

Present were: Esther Palardy, Corona Magner, Cynthia Tardif, Jean Perley, and Chandler Noyes  and COA Director Colleen Ranshaw-Fiorello.

The Secretary’s Report for February 22, 2011 was read and accepted.

The Treasurer’s Report was presented by Colleen.
·       Expenses as of March 22, 2011 were explained by Colleen.
·       With a total of $1,186.95 this month’s van repairs included rear brakes with 7.5 hours of labor.  The van is also scheduled for state inspection this month.  The costs of the repair and inspection will be reflected in next month’s Treasurer’s report.
  • The Report was accepted as presented.
The Director’s Report was read and discussed.
·       Statistics for February were presented: General Information Services, Case Management, Home Visits, Reassurance Calls, Medical Equipment, Newsletters mailed, NEET, Congregate Meals, Elder Brown Bag, Van Service, Social Events, Cultural Events, Health Education, Classes and Income Tax.

Discussion/Action:
  • Budget update
  • Selectman Steve Smith has proposed a local options meals tax.  Initially, Selectman Smith proposed the meals tax as a potential source of revenue for future COA budgets.  The Board of Selectmen agreed to include the proposed meals tax on the May 2 annual town meeting warrant.  The proposed meals tax is not tied to the COA budget.  However, Selectman Smith plans to ask town meeting voters to open up the COA budget in order to consider additional allocation, which could be funded by the meals tax.
  • When asked how an additional $13,000 could be spent, Colleen explained that the COA Outreach Worker’s position could be increased from 16-20 hours per week and that the Administrative Assistant’s position could be increased 10-15 hours per week and the Van Driver’s position could be increased 12-16 hours per week (adding a third day of service).  An additional $5,500 could be added to the COA expense line in order to expand exercise classes and to provide additional money needed for increased gasoline, bulk mailing and rent costs.
  • The School Building Committee is considering the possibility of a K-6 or Grades 1-6 school at the site of Penn Brook School, which could free space at the Perley School for space dedicated to COA programs and activities.  Selectman Smith suggested that the potential money generated by the meals tax could be used as a source of revenue for the additional costs that would be necessary if the COA moved to a new space.
  • A joint BOS/Finance Committee meeting to discuss the potential meals tax is tentatively planned for Tuesday March 22, 7 p.m.  Colleen will attend the meeting.
  • COA needs assessment/survey is underway this month.  A MVNP Meal Site Survey with congregate meal site participants was also conducted this month.  Survey results are attached to board members’ packets.
