DS made a motion to approve the minutes of 9-Nov-10 as amended; PN 2nd Vote 5-0
201 Central Street
PT asked Lori and Andrew to explain why they are here and what they are looking for.
Andrew said they would like to see the deed rider removed due to the price paid for the unit and the approximately $23K in improvements brings the unit closer to the real market value of the unit.
Lori said she had done the following (flooring, granite counters, ceramic tile, fireplace and ceilings).
DS said that he believes the boards best interest is in building up affordable units in Georgetown, not reducing the number. There was much discussion in general about the unit being purchased in June 2002 for $185,600 and then sold to Ms. Nickerson in May 2004 for $237,500.
PN said that he believes one of the reasons this happened was due to an $80K down payment that brought the perceived value fit the affordable equation as well as the unit price has deflated.
TG asked if Ms. Nickerson purchased homeowners insurance at the time of purchase in May 2004.
CW that perhaps it would be best for Ms. Nickerson to review her paperwork, possibly talk to a specialty attorney who deals with “Defects in Title”.
PN was going to look for the original paperwork that the Georgetown Task Force used to approve the sale to see exactly what happened and why in the past.
PT said the Trustees need to look at not only what transpired in the past the title insurance and weather the town although not legally culpable may be morally responsible for getting to the current situation.
CW said that although the Trustees look like they are not able to make a decision this evening without further information the Trustees will do what it can to expedite and decision and invite Ms. Nickerson to the next meeting in early January.
No formal votes were taken.
Bidder Selection for HPP
The Trustees had reviewed the two bids from LDS Consulting Group and William V. Scanlan using the process given to us via e-mail 24-Sep-10.
PT made a motion (TG 2nd) to authorize CW to get with the Town Administrator to award the contract to LDS Consulting Group for a value not to exceed the RFQ price (in other words to award the contract but try to renegotiate the price down).
Recording with Registry of Deeds / Land Registration Office
Paul Nelson said there were issues getting his appointment to the Registry of Deeds and filed with the Land Registration Office. This will be discussed at the next meeting.
TG made a motion to adjourn 7:10pm (PN 2nd) Vote 3-0 in favor (PT and DS left early for another meeting).
