Affordable Housing Trust

Minutes (approved 10-4-10)

Date:  28-Jul-10 7:00pm Town Hall 2nd floor meeting room

Attendance: Charles (Chas) Waters; Tim Gerraughty; Paul Nelson

Guest: Nick Cracknell (Town Planner)

Paul Nelson was introduced as a new Trustee and welcomed

RFP for the Housing Production Plan (HPP)
Discussion took place regarding the RFP for a housing needs study.  Nick informed the board that a previous study conducted for the Affordable Housing Task Force by LDS Consulting Group, LLC was completed in May 2003 and contains considerable information and the board could see significant savings if the documents were made available to all quoting on the current RFP.

Talk about pros and cons of delaying the RFP and cost savings took place.

PN made a motion to extend and amend the RFP  for the HPP; TG 2nd.  Vote 3-0 in favor

TG to get with Town Administrator to make this happen before he leaves for vacation end of this week.



Discussion with Town Planner

Nick discussed the opportunities for the Trust to look at a regional partnership with Amesbury for a fall application to CDBG.

Nick also pointed out opportunities like the Lead Abetment Grant.

No action was taken.

Grant Agreement with CPC

Chas still working with Harry (CPC Chairman) regarding final wording of grant agreement and will hopefully have it completed and reviewed by Town Council for our next meeting.

Recording with Registry of Deeds / Land Registration Office

Discussion took place regarding article 3 of the Declaration of Trust and the requirement of recording it at the Registry of Deeds.

Paul to check with Town Clerk to see if this is something she will do or if the board needs to hire a constable to complete this action.

Chas to look into the need of this in the future or possibly amending the Declaration of Trust.

Lack of a quorum of attending voters forced this on to the next agenda.


TG made a motion to adjourn 7:50pm (PN 2nd) Vote 3-0 in favor.
