9:00:26 AM Chairman Skinner Call to Order, Moment of Silence, Pledge of Allegiance. Present were Commissioners White, Martineau and Skinner, Deputy County Attorney Erin Arnold, and Acting Clerk to the Board Veniece Lindemulder.

Approval of Contract(s): MOU between Gallatin County, City of Bozeman, Montana DNRC, and FEMA for Bozeman Creek Risk MAP Project; USDA, Forest Service, Cooperative Law Enforcement Annual Operating Plan & Financial Plan ($8,800), 3. Review and Approval of Minutes Summary for November 26 and December 3, 2013.

9:07:51 AM Commissioner White I guess I would add to my motion, and see if the second agrees, that there are two appointments with differing expiration dates and I would suggest in my motion that Justin Miller would be appointed to the April 1, 2014 expiration date and Walt Zidack to the April 1, 2015 expiration date.

9:10:21 AM Grants Administrator Larry Watson Recommends awarding the contract, contingent to approval from the Montana Department of Transportation, to Sime Construction with the following bids: Schedule 1 - $138,877.65, Schedule 2 - $106,521.80 and Schedule 3 - $87,167.50, Total contract award amount - $332,566.95.

9:13:41 AM Commissioner White I'd make a motion to, for the bid award, which would be, my motion is contingent, the award is contingent upon the letter from MDT (Montana Department of Transportation) concurring with this and as described on record, and the award would go to Sime Construction for $332,566.95 and that would be for the three Schedules and on record is the amount that was bid for each of those Schedules. So my motion is to grant that.

9:28:25 AM Deputy County Attorney Erin Arnold Presentation, recommended the Commission's decision be postponed until the applicant submits legally adequate certification that he does not have an intent to evade the Subdivision Regulations.
