9:55:04 AM County Road and Bridge George Durkin Comments suggesting the following conditions: 1. All interior roads must be built to county (paved/gravel) standards, and have a sixty (60) foot right of way, dedicated to the public, unless other county road standards apply. 2. A "Homeowners Association" must be formed for the maintenance of all interior roads. A copy of the Homeowners Association by-laws is required to be submitted to the County road office prior to final approval. 3. A detailed signage and drainage plan will need to be submitted to the County road office for approval, prior to the start of any construction. This plan should specifically address the requirement for road name signs to be installed at all intersections, as well as STOP sign(s) at all intersections with county maintained roads. STOP signs and other
regulatory or warning signs may also be needed on some internal roads, and this should be addressed in the plan. All signage must conform to the Manual on Uniform Traffic Control Devices (MUTCD), Millennium Edition. 4. A "no access" strip is required along all lot boundaries that border county maintained roads. Exception to this will only be made for lots that do not border an internal subdivision road. Access to lots falling under this exception will require further review and the obtaining of an encroachment permit from the County road office. 5. Thirty (30) feet of right of way East of the centerline of Manhattan South Road dedicated to the public.

10:03:44 AM Commissioner Vincent I am going to move that we give preliminary plat approval for the Bitterroot Minor Subdivision and state for the record that it complies with the Subdivision and Platting Act, with the Gallatin County Subdivision Regs and sub-regs and note that we will be adding those conditions in regard to internal roads being built to county standards of 60 feet, that a Homeowners Association be established for the purpose of maintaining internal subdivision roads, that a detail signage and draining plan be submitted to Gallatin County Road & Bridge Department for approval under the appropriate standards and that a no access strip provision in regard to fronting Manhattan South Road which is a county road be included and I believe there is one here as well under Planning Board Recommendation #4 on page 4, "A road
easement shall be provided conforming to the requirements of the Gallatin County Road & Bridge Department connecting Sundowner Trail to the existing Number 1 Ranch Road to the south at approximately the property line between Tract 2 and Tract 3, and finally "A 30 foot right-of-way east of centerline Manhattan South Road" be added as condition as well and striking "Town of Manhattan" on page 4 under suggested staff actions so that would read now, "The Gallatin City/County Health Department and the Montana Department of Environmental Quality will review and approve any future on-site water and/or sewer systems," and I think that takes care of it.
