February minutes approved.
New Business:
Cat Cab: Todd Hill from All Valley Cab presented. He proposes new hours, 9 to 4, instead of 7 to 3 AM. There will need to be a second driver. Cat Cab is at capacity. This could happen in September.
Todd wants to raise funds by taking students to bars -- the bars would be more likely to contribute then. He says the cab is in all the right neighborhoods anyway, dropping people off. Todd has spoken to bars who are interested.
There was some discussion about whether this is a good idea but it was agreed that that bottom line in this instance is in keeping DUIs off the road, not preventing underage drinking.
Other funding sources could be: doing fund raisers at the MSU Job Fair (asking those who purchased boothes); Sweet Pea, etc.
Legislative Update:
Jenna testified to Senate Judiciary on March 14th -- The only solid resistance to Task Force funding was tp Senator McGee from Billings.
Sue Dickenson has offered an amendment so that that money would be directly allocated to Task Forces. However, SB37 also addresses reinstatment fees and it will supercede HB618 if it is passed, so we need to get those same provisions in it.
Jenna used our KEYZ PLEZ bumpersticker as a metaphor about Task Forces: it takes a long time to gather critical mass to make a message visible. That's why Task Forcees are important -- they're in it for the long haul.
The Judiciary Chairman was very interested in asking questions about DUI Task Force participation in parent/child MIP classes, sounded like he might invited Jenna back to testify on a MIP bill that's in process. Jenna also answered specific questions by Senator Perry regarding Cat Cab, and Senator Wheat about including treatment as a Task Force goal.
Finances:
Jenna asked for the Task Force to increase the allocation for travel from $500 to $700 to cover trips to Helena. We talked about the possible need for this when the budget was discussed last April. Todd moved to approve; Susan seconded.
If Jenna is asked to testify on the MIP bill, she'll look for mileage from $ from Safe Kids, Safe Communities.
The Task Force office lease renews June 1st. We need to give 90 days notice on the lease -- Susan read the lease and is of the opinion that we can give that 90 days at any point in the lease cycle. If we lose our funding, Jenna will talk to MADD about taking over the lease and we could become the sub-leasees.
Parent Party Patrol:
Need to tailor the presentation to make it clearer to the kids why they are included since the forum is really for parents. Jenna says its been interesting watching the parent/kid interactions.
Suggestion by Suan of getting quote that Judge Carlson uses when she sentences MIP's.
SKSC Grant:
Jenna got two articles out this month, in three publications: BAC in Belgrade and Snowmobiling DUI. Working on two new articles.
Next Meeting: The Task Force agreed to wait until the 3rd Wednesday of the month to meet again.
