Business
  • Introductions
  • Kelsey Dennison is the new program manager for MADD in Montana.  
  • Bozeman City Attorney Greg Sullivan introduced  Corey Allen, the Bozeman City Attorney’s Office Chief Prosecutor
  • Governance calendar update: Ms. Caplette reminded the group that the next meeting of the full Task Force is September 18th.  At that meeting, officer nominations for calendar 2014 will be accepted.  
  • Ms. Dutro called the membership in to executive session for the annual coordinator job review: Gallatin County’s HR Department provided figures for both a potential 3 or 4% increase. In addition, the County is recommending a 1% cost of living increase for all employees. For the last few years, Ms. Caplette  has also been able to draw on a reserve of additional hours to be used for large projects like statistical research. In fiscal 2013 she worked from a reserve of 40 hours and has requested that same amount in fiscal 2014.
  • Mr. Lieurance motioned to approve a 1% cost of living increase, Mr. LaChapelle seconded. Passed.  
  • Mr. LaChapelle motioned to approve the 40 hour reserve, Mr. Hamilton seconded. Mr. Swanson abstained. Passed.
  • Mr. LaChapelle motioned to approve a 3% increase,  Mr. Lieurance seconded. Mr. Swanson abstained. Passed.
  • PI&E Update: Mr. Spencer read from minutes from the June 24th PI&E Meeting. The Committee discussed trying a couple weekends of free transportation to and from the Madison River; bringing Mariah’s Challenge to Gallatin County;  a spring 2014 Mocktail Contest; and an upcoming article in the Chronicle in DREs, as suggested to the assistant editor and report Whitney Berme  Chronicle at the meeting Mr. Spencer and Ms. Caplette had with them. Mr. Spencer distributed bags with a DUI prevention message to all local fireworks distributors and was interviewed about the project by KBZK TV.
  • CEASE Update:  Ms. Caplette reported that there were no further requests for Fiscal 2013. An estimate of unspent funds from Fiscal 2013 have been rolled forward to Fiscal 2014. The Committee will meet in July to discuss priority projects for Fiscal 2014.  
  • Budget update: Mr. Barcus was called away to respond to a fatal accident.  Budget documents were posted along with meeting documents.
  • Coordinator Update
  • Met with Judge Seel to discuss DUI stats. Also discussed getting high school students in to court next spring.
  • Attended two days of the Montana Summer Institute at Big Sky
  • Attended an informal lunch meeting of the MSU Commission on Substance Abuse Prevention, as a member of the Community Alcohol Coalition
  • Update on activities: Mr. Swanson
1) Met and/or spoke with members of the Gallatin County law enforcement community, representatives of prosecutorial agencies, representatives of state agencies, MADD, NHTSA, and various elected officials. Purpose is to identify areas of enforcement and prosecution improvement.

2) Conversations with NHTSA's Montana representative Glenn Cramer included the needs that our county has for traffic safety related training. Mr. Cramer stated that such training could be provided by NHTSA, but would require a formal request from the state and not a local DUI Task Force.

3) Crafting a survey for all peace officers assigned in Gallatin County that would help identify reasons why DUI arrests continue a downward trend despite research that indicates that at best only one of fifty DUI's in our county are arrested. All law enforcement agencies in the county have agreed to participate in the survey.

4) Crafting a power point presentation that could be used by any member of the task force to educate the public about the current state of DUI activity and enforcement in the county.

5) Planning meetings with law enforcement management to identify training needs re Item Two and request support at state level for NHTSA involvement.

6) Had a DUI Informational Guest Editorial published in the Bozeman Daily Chronicle.

7) Provided a series of recommendations to the CEASE Committee regarding this year's budget expenditures.
  • Officer Moen made a presentation on the amount of time it takes an officer to arrest and fully process a DUI suspect.
  • Advocacy/Data Committee Charter tabled for the September meeting.
