June Minutes Approved:   Mark motioned.  Jamie seconded.

New Business:
Jenna passed around the several thank-you letters forwarded by Karen Abrahamson regarding her June visit, and the inter-state meeting held.

Final nominations, then elections for officers:

        Susan moved the slate be passed; Mark seconded.  

State DUI Task Force meeting report – Jenna reported the meeting as interesting.  More Task Forces present than she expected – Good legislative discussion.  She passed around copies of the legislative focuses she’s gotten from the Yellowstone County Attorney’s Office and from MADD for Task Force members to read.  

        The state handed out a form for Task Forces to use in evaluating their work – Jenna
        has requested a live copy for our use so she won’t have to retype it.

Website update – Susan looked over the final draft of the Citizen’s Guide to DUI in Gallatin County and made a few corrections.  Jenna read the mission statement for Gallatin County and commented on how our website supports that mission.

KMMS radio show – Jenna was on the county radio show this morning .

Legislative discussion – tabled until next meeting.

                Tracking Refusal rates – How to use?
                
Jenna mentioned a call from a citizen concerned with underage drinking she’s seen at the Valley Ice Garden.  Alex said the security hired for these events generally doesn’t call in problems of that kind to the Sheriff’s Department, but that someone with a concern like that needs to call the Sheriff’s Office.

Report on Activities
SKSC  – Jenna reported that the annualizing of the April/May DUI stats project is in process.  She will be working on an article on DUI prevention for Labor Day weekend.
        
SKSC Coordinator – The SKSC Coordinator needs to spend  her time on Impaired Driving projects, so Jenna and she will be pairing up on some things, like promoting Parent Party Patrol.  

        Parent Party Patrol – Susan suggested we ask parents for suggestions on a new name for Parent Party Patrol when we do CJMS presentations in September – these presentations were coordinated by Bob Larson who hopes it will increase our visibility with parents – Middle School parents are concerned about the issues of drugs, alcohol, and sexuality for their youth.  
                
The idea of “Party Patrols” has not been attractive locally, and is a name initially used for one of the ordinances proposed by the City Alcohol Commission.  Jenna also heard the name used at the State DUI Task Force meeting in conjunction with projects financed by the Montana Board of Crime Control.

Finances
Budget report by Mark: “Final 2004 finances vs. budget” are still pending from the county, but at this time, both our revenues and our expenses were lower than budget – most of the cut in spending came in lower contracted services investments.  The lower income resulted from the delayed onset of our funding reinstatement.  
        
Jenna said we can’t really tell how big our “normal” checks will be yet because we’re just far enough in to the cycle for most fees to be paid under the new fine structure, which doubles the payment to DUI Task Forces.  The payment for the 4th quarter of fiscal 2004 hasn’t arrived yet.

Promotional Key chains – The key chains purchased with the Cat Cab message arrived with such a light imprint that they are unreadable.  New ones are being printed now in black ink, bolded, for no cost.  


Jenna got a quote on a price for labels that could be used on the 500 key chains we bought – The Task Force approved the cost of $75.40 for those labels to be printed by Insty Prints.  Jenna’s daughter Rose will put them on the key chains.  There is an event at MSU next week where either of these sets of key chains could be used.
Jenna purchased videos for the Sheriff’s office as approved at the last meeting.  The PBT’s the DUI Task Force committed to purchasing for the department were never billed for – Jenna called Sharon (Sheriff Cashell’s secretary) to alert her to the need for the invoice to be submitted by July 16th (Jenna was headed out of town), then called to check back in – no invoice was submitted.  Alex reported that he alerted Dave Peterson to the problem as well.  So the Sheriff’s Department covered the cost of those PBT’s.  

On the Edge Video: Jenna had the “final” version of the ON THE EDGE video copied – the Task Force now has three copies available for use by members, two in VHS and one in DVD.  They may be checked out from the office.  

Employee change status form approved and signed by Bob.  It allows Jenna to average a total of 70 hours a month over the next year – instead of having to use 70 hours every month – that way I can stockpile some hours for the legislative session.  Must be on record with HR.

Soberfest: A sober dance event is being planned for late September, in conjunction with Alcohol and Drug Services.  The Task Force approved $200 to help with basic costs of the event, and $500 if a band is hired.  Jenna will commit the $150 and wait to offer the rest until the event plans are finalized and other potential funders are contacted.  Susan moved, and Mark seconded, to approve this plan.
