Jenna brought the September minutes. The October minutes will be sent out by email for approval.
Introductions
David Barland-Liles introduced himself. Brian Smith from NPS who has long attended DUI Task Force meetings has retired and David will replace him as our contact with NPS. Bonnie Gaffney just attended the annual MADD conference and came to report on it.
New Business
Marketing for the holidays
The holiday campaign with Obvious Ads was approved by email vote. Eris moved to formally approve that vote so there’s a record of it. Bob seconded. Unanimous approval.
The group discussed holiday poster designs and looked at one created by Obvious Ads that Jenna thought could be customized for the Task Force. The group opted to go with the usual NHTSA posters at a cost of $75.
Print and radio marketing
Advertising with the Bozeman Daily Chronicle (This Week section,1/2 page), West Yellowstone News, and Belgrade News (1/2 page each) was approved in conjunction with each community‚'s Christmas Stroll. The group also approved an ad with the Bozone, with $1200 approved as a maximum investment for Holiday print ads.
Jenna presented a radio advertising project with Gap Radio for programming the three days before New Year with five ads a day on each of three stations at a total cost of $450. Force moved to approve these campaigns. Eris seconded. Unanimous approval.
The Task Force agreed to continue funding the How are you getting home? Buttons worn by
servers at Christmas Stroll in all Gallatin County Communities. Safe Kids, Safe Communities originally pioneered this project. Last year the buttons cost $200. Unanimous approval.
Jenna will present a proclamation for 3D month to the county commission December 2nd along with the finalized annual report. On December 3rd she and Stephen, along with Jenny Haubenreiser, will present to the Criminal Justice Coordinating Council.
Stephen is willing to write a December letter to the editor outlining issues related to DUI, things we need but don't have, relating to DUI prevention and enforcement. Jenna said we no longer have a good contact person at the Chronicle so she's not sure how to generate interest in a story related to 3D Month. Force said that he has a connection with a reporter at the Chronicle who might be open to working on that type of story.
Other marketing
Jenna needs to be sure to put the Super bowl on the agenda for December.
Force proposed a "Dispel the Myths" ad campaign that could run on the police reports page. Jenna suggested that would be perfect to kick off on April Fools Day and to continue in April as an awareness campaign for Alcohol Awareness Month.
Eris suggested running a ‚"Thanks for participating" ad listing businesses represented at the alcohol server trainings each month to run on the police reports page.
Other business
Eric Albright presented the mission of Big Sky Interlock and the group discussed the issues of getting more consistent use of interlocks in Gallatin County. The company is a start up and will be the first in Gallatin County to offer interlock services. They use interlocks from Alco Lock Auto Sense International. It will cost $150 to install the interlock and $80 a month for lease/maintenance. Eric and his partner Terronce have been meeting with professionals who work in DUI prevention, enforcement and adjudication and getting a good response to their business plan. The business will be in "full swing" by January 2009.
Stephen explained the proposal for a state DUI Task Force Association as presented at the October state meeting. The state is asking for Task Forces to decide if they would be interested in participating/joining. Jonathan moved that we support the concept for the association. Force seconded. The motion passed unanimously.
Finances
The Task Force received a signed memorandum from the Sheriff"s Department regarding the compliance checks so everything is good to go for those.
Jonathan updated the group on progress on getting the new Three Forks DUI processing room completed. There were problems with the contractor and the project has been re-contracted. The Task Force funded the project and Jenna had requested an update.
David Barland-Liles and Bonnie Gaffney attended the meeting to request $3000 in funding for DUI Safety Checks on Highway 191 in the first half of 2009. Jenna supported the request, reminding the group how professionally run the checks are and that when the state wrote last summer to see if we had projects in place to help make 191 safer we did. The request will be voted on at the December meeting.
