Meeting brought to order at 5:36 p.m. Bob Larson motioned to approve with the correction pertaining to Force's comment about the Livingston Rodeo. Motioned passed.
Introductions
David Barland-Liles introduced himself. Brian Smith from NPS who has long attended DUI Task Force meetings has retired and David will replace him as our contact with NPS. Bonnie Gaffney just attended the annual MADD conference and came to report on it.
New Business
Discussion of Task Force support for the Detention Center bond issue.
Maybe run an ad showing the number of people cited and released for DUI vs. the number of convictions a month and stats or comments on the impact of jail time on DUI offenders. The ad should run close to the election.
Jenna will draft a letter to be submitted to the Chronicle, Belgrade News, West Yellowstone News, and the Big Sky Weekly.
Amethyst initiative for changing the drinking age to 18.
The group thought we would need Montana data to write an effective letter to the editor. Stephen Scott said he would take on this project.
Marketing
Halloween posters approved as have been created before.
Discuss whether to repeat the Holiday postcard campaign to businesses at the October meeting, along with other holiday advertising opportunities.
ADSGC is planning an Open House on October 3rd. Jenna proposed providing postcards inviting people to the 6th Annual Upstream Awards. The proposal was accepted.
Responsible Beverage Server Training
Eris from ADSGC will take over Stacyís role in handling these trainings. Jenna will take RBSS training so that she can be a "back up" person for the monthly trainings. Eris presented a small grant to help fund Stacie who specializes in talking with servers about how to serve responsibly. The Task Force has funded Stacieís position before at $100 a month. In a few months, the trainings should become self-sustaining because attendees will begin to pay $15 to attend. The funding would serve as a bridge until the project can pay its own expenses. The grant proposal should be voted on at the October meeting.
Essay contest
Stephen is unsure whether this project is a good idea ñ many school seniors already have essay contests they are asked to participate with and schools are having problems with participation in these kinds of contests.
Annual report: The annual report is still in progress, to be completed minus the conviction data by the end of October.
State DUI Task Force meeting
Jenna and Stephen will attend the state DUI Task Force meeting in Helena on October 2nd. They will try to further the conversation about the DUI, You canít afford it signs to clarify what needs to be in compliance for use statewide.
October meeting: The next meeting is scheduled to be a Roundtable. Legislatorís are to be invited. Jenna should see about inviting Larry Jent.
MADD conference report: Bonnie Gaffney made a brief presentation on the MADD conference.
Funding:
Compliance checks
$3800 was approved for this fiscal year for the Sheriffís Office to perform compliance checks. The Under Sheriff has requested that funding come at one time so it can be presented to the Commission as a budget amendment. Jenna wanted to be sure the Task Force was willing to pass through all funding at once, and wanted to discuss what safeguards should be in place. The Task Force agreed to that request with the stipulations that a memorandum be created. Susan will review the memorandum before Jenna submits it to the Sheriffís Office. It will include the request that:
After each compliance check a report is to be be submitted from the Sheriffís Office to the Task Force with stats relating to compliance and failure by business.
Press releases include both businesses that passed the checks and those that failed, and an acknowledgement of funding from the DUI Task Force (supported by the DUI Task Force).
NPS request for signs
David Barland-Liles requested for DUI, You canít afford it signs for use in Yellowstone National Park. Jenna was unsure if the Task Force could fund those and said she would check with the state. (The signs run about $250 each).
Promotional items
Susan suggested using lanyards with a message vs. key chains for handout items when we need to get some made again. Jenna says the flashlight key chains are a hit at the Department of Motor Vehicles so she would prefer to continue using those in that venue.
