Approval of January minutes: Motion by Christina; seconded by Scott.  Unanimous.

New Business
  • MIP arrests
  • Jenny Haubenreiser from MSU Health Promotion presented MIP arrest statistics to ask law enforcement members for ideas on why the arrest rates have decreased between 2007 and 2008.  Ideas for the decrease included:
  • MIP laws changed in the 2007 legislative session
  • There has been a decrease in party calls
  • Interlock project
  • Stephen and Jenna met with Susan Wordal and discussed interlock usage.
  • The 2009 Swimming Upstream Awards will take place April 9th
  • Topics of open discussion
  • Change meeting date for April meeting to April 22nd.  
  • There will not be a roundtable with MADD in April. With MADD attendance down they need to reconsider what projects they involved in and it seems like it may be time to reassess the roundtables.
Marketing
  • Alcohol Awareness Month
  • Discussed the idea of a “guerilla” marketing campaign using Bozeman Chronicle Classified ads and Craigslist.  The idea is to focus on top common questions and misconceptions about alcohol and DUI. Jenna requested everyone to send five to ten ideas so she can compile a list. She may not have time to work on this until after the Swimming Upstream Awards.  Susan suggested that Rich MacLane from Bozeman  PD may be able to put some on closed circuit TV in the city building.

  • Thanks to Community Service for posting St.Patrick’s Day posters.
Finances
Former mini-grants
  • NPS Safety check on March 13 resulted in these citations:
  • 1 DUI, 2 Driving on suspended
  • The Three Forks DUI Processing  Center is complete.
  • Jenna reminded Jonathon that she needs a press release to local media – and a confirmation of the accuracy of the 2008 DUI arrest stats for Three Forks.
  • Compliance checks.
  • Force said he would speak with the Undersheriff so he can report on the progress on doing these.  
New Mini-grants
  • Community Mediation Center
  • request to research effectiveness of the MIP panels they run for the courts. $1500.  Motion to approve by Eris, second by Force.  Unanimous approval.
  • West Yellowstone School Anti-drinking campaign
  • t-shirts for their May 5th “Every 15 Minutes” program. The shirts will say, “Don’t talk to me. I was killed by a drunk driver.” The request is for $125. Susan made a motion to suspend the normal process of waiting a month before voting on funding projects. Unanimous approval for that change. Motion to approve by Eris, second by Cherie.  Unanimous approval.
