Report on conference partially funded by mini-grant from Andrea Lower and Megan Bell, Court Services
Attended 14 to 16 workshops covering a range of topics relevant to Pre-trial services, including on issues related to DUI, Substance Abuse Disorders, and SCRAM bracelets.
Report on Regional DUI Task Force meeting, Thomas Schwartz and Doug Lieurance
Held in Butte. Extensive information on several issues related to DUI including ARIDE & DRE trainings; legislative issues; and a presentation on DUI drugs from MADD Volunteer Becky Sturdevant. The average BAC for DUI offenders in Montana is .163 Jenna also attended the meeting. The State Comprehensive Highway Traffic Safety Plan prioritizes several issues related to alcohol sales and service including: RASS Trainings; Over- service by taverns and bar checks; Site of Last Drink research; and strategies like discontinuation of Happy Hours. There is a statewide DUI Task Force Consortium that will communicate about legislation.
Report on the Legislative Work Group by Doug Lieurance
Started with four members including Doug, Jenna, Jenny Haubenreiser, and Paul Tackett. Discussed the possible Social Host bill that would allow each of the 56 counties to decide if they want to create Social Host Ordinances. Discussed priorities and how best to contact local legislators.
Report from the Public Information & Education Work Group by Mark Carpenter
- Holiday promotions updates, including the Empty Dinner Party at Gallatin Valley Mall and the planned press conference.
- MDT will be sending posters to be put up around the county.
Presentation to MSU Drugs and Society Class, Stephen Scott
Class is part of the Health and Human Development Department. Jenna and Stephen presented together about DUI in general and DUI in Gallatin County. Students were quite interested. Would like to do more presentations.
Report on Latenight Streamline Service by Eric Brown, ASMSU
Made presentations to dorms to encourage freshman to use the service. The goal is to increase the use of Streamline, that itís not just the "drunk" bus.
Strategic Planning Update
Jenna presented the Strategic Plan in a chart form with goals prioritized by date. The Strategic Planning Group itself will get back together in December to work on projects with Terry Profota. Will need volunteers for additional work groups to design a new process for mini-grants and for financial reporting.

Budget Amendments
Jenna notified members that they would see a budget resolution for the Task Force regarding the NHTSA grant income as well as the 40 discretionary hours that were approved for her to work in Fiscal 2011 but were not included in the final county budget. The NHTSA grant continues to be challenging to administer. Compliance Checks are almost ready to start.
