1.0. Projects
1.1. 45 Kenwood ANRAD: Given the history and legal complexity of the site and the issues associated therein, I would recommend that this application as well as the RDA below (item 1.3) undergo peer review. The accurate establishment of the wetlands line is critical for determining all of the subsequent issues including the eventual “clean-up” of the wetlands and water resource area.
1.2. 45 Kenwood RDA: This RDA is for the installation of stormwater management units which will begin to correct the stromwater issues on the site.
1.3. 15 Jefferson Road NOI: This project was briefly outlined at the last Commission meeting. I have raised issues with the project engineer on this project as well as the RDAs under items 1.4 & 1.5 after site visits to all sites. There is a technical issue revolving around the street address and the legal advertisement for this project that I will need to discuss in more detail at the meeting. Based on this issue, it is my opinion that this hearing will need to be continued until June 11, 2015. I have discussed this with the consultant engineer and they, and DPW, understand the reasons for the continuance.
1.4. 11 Hyden Lane RDA: This project was briefly outlined at the last Commission meeting and should receive a negative determination.
1.5. 15 Lady Slipper Lane RDA: This project was briefly outlined at the last Commission meeting. The property owner has installed a plastic drainage pipe into the basin from the most northerly inlet as well as a “dewatering pump” in the basin. There is also a significant pile of vegetative debris in the basin. I would recommend that all three of these “items” be removed as a condition of the permit.

2.3. Certificate of Compliance
2.3.1. 11 Forge Parkway: This is for an expired NOI. We have received the engineer’s certification and plans. The project was never completely finished, but the recently approved NOI should address any shortcomings. I would recommend the release be granted.

2.4.1. By-law amendment: Please see the memo below concerning this discussion item. The only action necessary would be a recommendation to the town council.
