39 Maple Street – Colburn – Request for Determination of Applicability

I have reviewed the application and have prepared the following commentary.

The RDA has been submitted for an upgrade of a failing septic system.

  • The wetland line is accurate.
  • The proposed sewage disposal system is to be located outside the 100’ buffer zone of bordering vegetated wetlands (BVW).
  • Grading for the system is proposed 75’ and 80’ from the BVW, this is currently existing lawn.
I recommend closing the Public Hearing provided the Commission is in agreement with   staked straw wattles located 69’from the BVW.


Panther Way – Town of Franklin DPW – NOI DEP# 159-

I have reviewed the application and have prepared the following commentary.

  • The resources include 100’ Buffer Zone of BVW and
  • 200’ riverfront.
The proposed sidewalk is to be located inside the 200’outer riparian riverfront for approximately 400 linear feet.  This area is located outside of the BVW buffer zone.
All other sidewalk work is proposed outside the 50’ of BVW, 340’ of sidewalk is located within the 100’ of BVW.  A bioretention area is proposed within 100 ‘of BVW and outside of the 25’ no disturb area.

Erosion control includes a compost filter sock staked secure, as shown on plan.

11.       INFORMATION & ENFORCEMENT

Dacey Field Disc GolfRecreation Dept. -- I walked the parcel with the plan and made some changes to 2 of the wetland lines, the changes have been made to the plan as requested.  I recommend signs along the pathways to indicate sensitive areas to stay out of, the signs have been made, they will be the first things that are installed and they will be on posts.

Wise Way- Mr. Fredrick Wise – Mr. Wise has requested another year to finish the work he has agreed to complete. The work I have thus far observed complete is the front parking area paving and the plantings that have been planted; the sub terrain retention system has been installed and approved by engineering. The work that remains is the sewer connection (see letter attached).


III.    Certificate of Compliance

112 Populatic Street – The rain garden has been constructed as planned as well as the dwelling.  The Certificate of Compliance may be issued.
                                                                                
Lot 2 South Street – This house is located outside the 100’ buffer zone of BVW. Grading occurred just inside the 100’.  Two Conservation Commission Plaques have been installed as shown on plan.  The Certificate of Compliance may be issued.

Franklin Country Club – The function deck, storage room and upper deck were built according to the proposed plan.  A Cultic Recharger 330XL was installed which handles more recharge than a dry well.  The Certificate of Compliance may be issued
