I.  Projects

7:15 PM Call Meeting to Order

7:30 PM NOI, Franklin Country Club – Beals & Thomas
I have reviewed the site, the NOI and Plan.  The proposed project includes the construction of a second story 1,400 sf deck to be located over an existing paved patio that will be removed.  In the area of removed pavement, a 700sf storage area will be built under the deck.  The work is proposed just within the 100 ft buffer zone of BVW, outside the 50 ft no structures area and the 25 ft no disturb area. The work is located within the previous disturbed 200 ft.  I reviewed 30 Mean Annual High Water flags and 59 wetland delineation flags, all are accurate. The work is not proposed within an Estimated or Priority Habitat Area.  The decking should be a recycled plastic composite. In addition, I have been contacted by a golfer who said they drain the pool into the river every year.  I told John Thomas from Beals and Thomas this has to stop.  Please discuss option to draining into the river such as trucking the water off-site or switching to a salt water pool or some other method.

7:40 PM, NOI, 23 Hutchinson Street – Franklin TV
I have reviewed the site and reviewed the plan.    The proposed permanent disturbance has been significantly reduced in the riverfront due to the elimination of parking spaces. They are complying with Franklin’s Best Development Practices.  Erosion control is established. They have also added 4 remediation areas that will also serve as wildlife habitat.

We have received no additional information to date and neither has our consultant

Extension Permit: Lot 12 (#30) Stonehedge  Road).  I recommend a 2-3 year extension as allowed under the permit extension regulations.

Minor Buffer Zone Activities: 31 & 32 Quince  Island Road -  Deck Replacements.  Both decks are replacements and the decking will be Trex composite decking (recycled plastic).

Issuance of COC recommended.
