7:15 PM Call Meeting to Order
7:30 PM NOI, 23 Hutchinson Street – Franklin TV
I have reviewed the site and reviewed the plan. The pile of brush and the fallen limbs have been there a long time and provide valuable habitat for wildlife on the river front. They may be left undisturbed. The proposed permanent disturbance is allowed under the riverfront act as it is on a previously disturbed site and the disturbance is under 10%. They are complying with Franklin’s Best Development Practices. Erosion control is established. They have also added 4 remediation areas that will also serve as wildlife habitat.
7:40 PM ANRAD Cooks Farm, 636 & 664 East Central Street
Art Allen has submitted his report and has determined that Uncas Brook is perennial.
Approval of Minutes
Discussion: Certificate of Compliance: 16 Evergreen
The proposed addition and patio is smaller than originally proposed. The as-built plan complies with the OC and approved plan.
A COC may be issued.
96 Populatic Street
The applicant and his engineer, Rick Goodreau are coming in to discus alteration to the flood zone, not approved in the OC.
