Continued - Public Hearing – Abbreviated Notice of Resource Area Delineation – Map 258, Lots 3&4 Pond Street – Town of Franklin – CE159-946
Mr. Ray Willis, Conservation Commission Chairman, recused himself from this public hearing due to a conflict of interest.
The Commission members observed at the recent site walk that there is an isolated land subject to flooding on the site, which is surrounded by other resource areas. The Commission members were all in agreement with the location of the wetland flags.
There was a close the hearing. The motion was seconded and accepted with a vote of 5-0-0.
There was a motion to affirm the ANRAD for the wetland flags provided by the Town. The motion was seconded and accepted with a vote of 5-0-0.
Public Hearing – Notice of Intent – 266 Daniels Street – Minkle - CE159-948
Mr. Paul DeSimone, Engineer of Colonial Engineering, appeared before the Commission for the construction of an addition to existing single-family house. Mr. DeSimone stated that the
wetlands have been identified on the site. There is an underground pipe located between the wetlands that runs out to Lincoln Street.
This proposal is for a 20x20 ft. addition on the back of the house with footings and a frost wall with sono tubes. There is a proposed haybale line between the pool fence and the property line on the upgradient side of the property. There is lawn around the entire pool. The excess material will be stored outside of the 100 ft. buffer zone in the front yard and taken off site at a later date.
There is approximately 56 ft. to the edge of the wetlands from the proposed room. One of the Commission members requested that Mr. DeSimone depict the stockpile on the plan.
There was a motion to continue the hearing until September 20th so that the Commission may conduct a site walk. The motion was seconded and accepted with a vote of 6-0-0. The Commission will walk the site on Tuesday, September 11th at 7 p.m.
Continued - Public Hearing – Notice of Intent – 13 Maple Tree Lane – Hagen - CE159-945
Mr. Richard Goodreau, Engineer of United Consultants, appeared before the Commission for the construction of an in-ground swimming pool. Mr. Goodreau stated that there was a site walk recently conducted and the plans have been revised to reflect the Commission’s comments.
A construction entrance has been added to the left side of the house. A stockpile area has also been added to the plan, which is located outside of the 100 ft. buffer zone resource area. The erosion control has been added around the stockpile. A planting schedule has also been added to the plans with 24 plantings and shrubs in total; invasive species will not be allowed on the site. Roof drains have also been added for recharge purposes as was requested by a Commission member at the site walk. A Commission member stated that he is pleased with the compost sock to be used on the site for erosion control purposes.
The Commission members informed the applicant that a non-backwashing filter with no chlorine would be required to be used in the pool as a standard pool condition in the Orders of Conditions.
There was a motion to close the hearing. The motion was seconded and accepted with a vote of 6-0-0.
Continued - Public Hearing – Notice of Intent – Garelick Farms – 1153 West Central Street - CE159-944
Mr. Donald Nielsen, Engineer of Guerriere & Halnon, appeared before the Commission for remediation of the stream channel at Garelick Farms. Mr. Nielsen stated that the stream is located directly in front the plant.
Mr. Nielsen informed the Commission that this project is remediation for flood control due to flooding of the building two years ago. This proposal is to control and remove unwanted vegetation and silt in the stream and provide a trash grate over the headwall in order to provide
adequate flow of the stream. There will be some shrubs planted around the stream itself. Some stormwater improvements will be made with storm septors. Some remediation with the fence will be made to rectify the blockage of debris. There will be open access created to the headwall.
Mr. Nielsen stated that Garelick Farms would like to perform a perpetual maintenance program on the stream to keep it clean. The Commission members informed the applicant that this would be a perpetual conditions in the Orders of Conditions.
There was a motion to close the hearing. The motion was seconded and accepted with a vote of 6-0-0.
Continued - Public Hearing – Notice of Intent – 1 Woodland Park – Kirk – CE159-947
Ms. Joyce Hastings, Engineer of GLM Engineering, appeared before the Commission for the repair and replacement of existing cesspool, relocation of existing garage and construction of addition to existing dwelling. Ms Hastings stated that this is a 25 acre parcel; it is accessed through Village Street in Medway across a bridge. One of the property lines is the Charles River and the majority of the project is located in the 200 ft. riparian zone to that river.
There is an addition to rear of the house proposed in the area where the driveway is presently located. The proposal is to move the garage outside of the riparian zone and upgrade the existing septic system, which is presently a cesspool. The septic system would be located just inside the riparian zone; i.e., 170 ft. from the river, due to the results of the perk testing.
Ms. Hastings provided an alternatives analysis for the project. The entire area of the proposed work is previously disturbed. No trees will be removed for the project. There is a proposed siltation barrier to be erected along the riparian zone.
There was a motion to continue the hearing until September 20th so that the Commission may conduct a site walk. The motion was seconded and accepted with a vote of 6-0-0. The Commission will walk the site on Tuesday, September 4th at 7 p.m.
Continued - Public Hearing – Amendment Request to Orders of Conditions – 438 West Central Street – Ayoub Engineering – SE159-862
The Commission Chairman stated that a letter has been received from the applicant’s representative dated August 22nd requesting a continuance of the public hearing until November 1st. There was a motion to continue the hearing until November 1st. The motion was seconded and accepted with a vote of 6-0-0.
GENERAL BUSINESS
Minor Buffer Zone Activity: 2 Wampanoag Drive
The applicant has requested to construct an 8 ft.x12 ft. shed within the 100 ft. buffer zone on the property.
Mr. Alfieri stated that he has inspected the site and there is an incline of 10-12 ft. The homeowner would like to construct a shed at the edge of the slope on cinder blocks. The shed will be located 50-60 ft. from the wetlands. The construction will take place on previously disturbed area.
There was a motion to issue a Negative Determination with 3 Special Conditions. The motion was seconded and accepted with a vote of 6-0-0.
