Budget & Advisory Committee Minutes of January 18, 2012
Present: Charlie Pyle, Abby Dawson, Henry Kunhardt, Becky Moul and Nick Wilder
Meeting opened at 6:00 pm.
Purpose of the meeting is to review 2012 budget recommendations to the Board of Selectmen.
Pyle opens the meeting by handing out drafts of the BAC report to the selectmen and a spreadsheet comparing budgets of 2010, 2011 and 2012. He has incorporated edits from various Committee members along with some new adjustments.
No changes to the “Responsibility” and “Introduction” paragraphs. Typos corrected in the overview and all agree that ”no more than” should replace “between 2% and”.
The Committee reviews proposed commentary for several Departments.
Executive: BAC votes to remove any reduction in the budget for professional development under Executive. Administrative Assistant Christine Lavery provided the Committee with plans for work shops and seminars during the upcoming year.
Personnel Administration: BAC votes to add a sentence that health insurance costs should be reviewed annually.
Police: No changes to the proposed draft.
Fire: BAC asks Pyle to reword the fourth sentence.
Highways & Streets: No changes to the proposed draft.
General Expense Highway: No changes to the proposed draft.
Solid Waste: Remove reference to use of reduction in hazardous waste day as an offset to a fence along Todd Road. Fence will be considered as a separate warrant article and is not part of operating budget.
General Assistance: No changes to the proposed draft.
Library: Pyle questions the $810 increase to the Library payroll. He believes adjustment was for the 2% increase, which was already increased for 42 weeks in 2011. He believes additional adjustment should be $160. Following a lengthy discussion, BAC agrees to remove reduction in budget and asks Pyle to clarify with the Selectmen’s Office.
Conclusion: Pyle will correct numbers according to tonight’s adjustments.
Budget Committee approves minutes from the November 28, 2011 and January 11, 2012 meetings.
Committee reviews the calendar for future meetings. Charlie will provide the Selectmen with the final report by Monday. Next meeting is scheduled for Wednesday, January 25 at 6:00 p.m.
