Proposed Minutes 7/25/11

Meeting called to order at 7:04, Carbee, Arnold & Hardwick present

Charlie Pyle, Labor Day:  Pyle reported that the FIHS board has some concerns about the proposal to hold the Labor Day rock & roll dance at the recreation area, and will report back to us with more information at a later date. Carbee noted that the dumpster is ordered, and there are plans to do some work in front of the vehicle museum before Labor Day.

Administrative Assistant Position: Deb Davidson will start next Wednesday.

Russell Station Road Bridge Project: Road Agent Paige has advised that more sheet piling is going to be required than originally hoped, which will add some additional cost to the project.  The Board received an update from CLD Engineering, which includes a note that all erosion control is in place, and that they have consulted with contractors.  Hardwick noted that the brook was running nice and clear.  Both Carbee and Hardwick commented on the large scope of this project compared to what we typically see in town.  

General Business: George Cilley from the Transfer Station has reported that we have a problem with the compactor.  The compactor company has been contacted and will be out to repair it.

A report on the water quality at the public beach on Scoby Pond has been received, water quality is within acceptable limits, and a copy of the report will be forwarded to Recreation Director Donna Noonan.

Arnold reported that Sorel McKay would like permission to purchase a hose extension for faucets to facilitate filling mop buckets, and all agreed that would be fine.

A letter received from Tom Anderson expresses concern about a temporary building located on a Bible Hill Road property; the building is not shown on the tax card and there is no building permit.   It was noted that the assessing company has been contacted, and their reply was that the building in question is not taxable as it not a permanent structure.  The code enforcement officer would not issue a building permit as it is not required for a temporary structure such as the building in question.  Carbee said that he understood the structure would be removed later this year.

The board received a letter from SWRPC regarding their 40th anniversary – they are looking for information and photos related to significant changes within our community within the last 40 years.  BJ Carbee agreed to work on putting together information for a response, and was thanked by the Board for her helpful offer.

A DES  Routine Notification permit was received for work to be done on a culvert on State Route 47 located near Schoolhouse Road – Carbee noted that there are other safety concerns in that area, such as the culvert closer to Abbot Lane and the vegetation growth near Schoolhouse road – and will contact the State DOT regarding them.

A Conservation Easement with the Society for the Protection of NH Forests, as approved at  prior town meetings  and as approved by the Conservation Commission. The easement encompasses all of Tax Map/Lot 7/2, 4/3, 4/4, 4/11 and 4/16 in accordance with 2006 Warrant Article 10, and portions of  7/3.1 and 7/6 in accordance with 2003 Warrant Article 16.

After some brief discussion about future agenda items the meeting adjourned at approximately 8:15 PM
