BOARD OF SELECTMEN
PUBLIC MEETING MINUTES
Tuesday, September 7 2010

Selectmen Present: Chairman Paula Proulx, Vic e Chairman Gail Ellis, Gerry McCarthy, Joan Funk and Charlie King
Town Staff Present: Interim Town Administrator Alan Gould and Selectmen’s Secretary Megan Taylor –Fetter taking minutes.
At 6:05 PM Chairman Proulx called the meeting to order in the Planning office.
There was no public comment.
New Business
Election Training: The Selectmen received a memo from Town Clerk Tax Collector Kathy Seaver on Election Training which will take place on Saturday, September 11 from 9am-11am.
Cleaning Service: Gail requested to put this on the agenda for the next meeting. The Board discussed the current schedule of the cleaning company which cleans the municipal offices three nights a week: Monday, Wednesday and Fridays, and agreed that this was not necessary; two nights a week would be sufficient. Alan will look into what Keith’s availability is and if the rec staff volunteers can take over some of the cleaning at the rec so that Keith can spend more time on the Municipal Building. Keith is supposed to do inside projects/weather permitting.
Fuel Usage Reports: It  was determined that Dale generates these reports and that he is/should be the designee for fuel usage reports. Gail questioned the vehicle listed as ‘general use’ in the Fire Department. Alan will look into this. Gail also questioned the use for the two ambulance and it was determined that there was only one key and the ambulances are rotated. Also asked was why the expedition was not in use for the PD. Alan suggested they discuss this with the Police Chief when he comes in to the next meeting to discuss the canine vehicle.
Charlei questioned if tanks could be switched over so we have 2 diesal and 1 gas to concur with usage.Alan will talk with Dale about changing over the two tanks.
CAP Agreements. The Selectmen each received copies of the Agreements made between the Town and Community Action for the Farmington Outreach. The Board would like Alan to research other Towns like Rochester and Milton to determine what agreements they have with those Towns as well as the surrounding Towns they service and if the surrounding Towns compensate them for expenses incurred. Alan will invite a CAP representative to a future meeting for discussion.
Old Business:
Fuel Bids
The Selectmen each received a spreadsheet containing the bids from CN Brown, Irving Oil and Competitive Energy.
The Selectmen also received an Agreement between the School and CES to view as a sample contract. Alan explained that the reason the price is so low is that this is combined with Manchester. Charlie questioned if this price included taxes; the Town is tax exempt.  Alan will investigate the State and Federal Tax on gasoline. There was discussion on the ‘underlift’,unused portion ordered, and how this would be worked out with the school. Gail commented that the contract contained wording for backing out with a 30 day notice, the reasons are listed. Paula questioned the wording under “Compensation”, Alan explained that if the supplier is not billing us, we still pay CES directly. Alan will check to see if there is a set-up charge but does not think so. Charlie requested that the school put in writing what they want for fuel. The oil line in the school budget may be reduced.
Gail questioned if the school pays for utilities in the Municipal Building, she thought they were included in the rent. Alan will check.
Joan Funk motioned to authorize Alan to negotiate with Competitive Energy and to sign the contract seconded by Gail Ellis. Discussion: Paula asked if legal has looked at the contract and the Selectmen agreed that it was not necessary to have legal review the contract but have Alan check with the School to see if their legal counsel reviewed the contract. Gerry stated that they should try this for one year but he feels that the Town should buy as needed. Alan advised that some risk is involved in this process and the Board should not proceed if they cant accept the risk.Gail Ellis, Joan Funk, Charlie King and Gerry McCarthy in Favor. Paula Proulx opposed stating that she would like more information.
Safe Routes to School. The Board discussed the Safe Route to School project/RFQ,(Request For Qualifications). The Selectmen need to proceed with the selection of an engineering firm to respond to the SRS grant funding,. Alan explained that typically the Planner could oversee this type of project and he will talk with Kathy Menici.
Updates:
Computer Use Policy: The Selectmen each received a draft copy of this policy; Primex approved this policy. Charlie stated that he would like to have a zero tolerance pertaining to employees visiting unacceptable sites. Alan stated that they would follow standard progressive procedure. The Board will re-address this issue at the next meeting after they have had time to review it further.
Bay Road Bridge: They are installing the guardrails this week; the bridge is expected to be open by the end of the week.
Transfer Station: Charlie questioned several purchase orders for cement work at the landfill. A brief discussion took place.
At 7:15 PM Gerry McCarthy motioned to go into Non public Session per RSA 91-A:3 (b) seconded by Gail Ellis. A roll call vote was taken: Paula Proulx-yes, Gail Ellis-yes, Joan Funk-yes, Gerry McCarthy-yes, Charlie King-yes.
At 7:45Pm the Board came out of Non Public Session and announced that the non public minutes were sealed.
At 7:45PM Gerry McCarthy motioned to go into Non public Session per RSA 91-A:3 (b) seconded by Gail Ellis. A roll call vote was taken: Paula Proulx-yes, Gail Ellis-yes, Joan Funk-yes, Gerry McCarthy-yes, Charlie King-yes.
At 8:00Pm the Board came out of Non Public Session and announced that the non public minutes were sealed.
At 8:00Pm Gerry McCarthy motioned to adjourn seconded by Charlie King. All in favor.
