BOARD OF SELECTMAN
NON-PUBLIC MEETING MINUTES
Monday, April 28, 2008
356 Main Street, Farmington, NH

Selectman Present:      Martin Gilman, Paula Proulx, Gerry McCarthy, Gail Ellis and Joan                        Funk

Town Staff Present:  Town Administrator Anthony Mincu

The Board went in non-public session under RSA 91-A:3.II. (b) and (e).

1. Structuring Conference for Campbell Commons:
Tony informed the Board that the structuring conference is scheduled for 5/25/08 and all parties will be present.  At the conference it is expected that mediation will be ordered to be scheduled as soon as possible.  The Board questioned whether all of them should be present during the mediation or just a few and Tony responded that it would be a question for Tim Bates next week.

2.  Public Safety Building Update:
Tony updated the Board on the current status of the previously discussed parcel and the Board decided that they do not want to counter offer but just sit on the first bid.

3.  Other:
A.  Marty asked for an update on the Zampieri compliance issues and Tony explained that Mr. Zampieri came in and talked with Dennis this past week.  Tony said he asked Dennis to create a list of action/compliance items for Mr. Zampieri.

B.  Marty informed the Board that he found out the Town received an insurance check in the amount of $2200 for the fence at Edgerly Park.  He further learned that a bid was received for the work to fix the fence, piping materials in the amount of $2400 were paid for from Milton Fabricating and two checks in the amounts of $1000 and $375 were paid to Lance Moulton in 2006 to complete the repairs, though the work was never commenced.  Tony suggested writing a letter to Mr. Moulton giving him thirty days to complete the work.  Joan asked Tony to contact Milton Fabricating to see if the piping was ever picked up and suggested he call Kim Brackett to see what she recalls of the situation.

4.  Employee Issues:
A.  Joan reminded the Board that a few weeks ago during a Selectmen meeting she asked Joel Moulton if he had personally responded to the road complaints from the residents.  She further explained that she followed up with those residents and they all said they never spoke with Joel.  Joan stated that she forwarded the names of the residents to Tony that she has spoken with.  Gerry asked Tony to speak with Joel Moulton about this issue.

B.  Joan informed the Board that she came in one day and saw Pauline Roseberry behind the front desk and had no idea who she was and what she was doing there.  The Board discussed that they had not approved this coverage and that they would like to establish a clear policy for the future.  Joan commented that a lot of items in Town need to come before the Board that haven't been, which includes the Parks & Rec. brochure that was recently printed.  Joan said she would like to have reviewed this brochure before it was printed because there were some changes made that she would not have agreed to.  Joan noted that she would not have approved having the seniors pay in full all the trips for the season at one time because many of them are on set budgets and cannot afford to do this which limits their participation.  Marty agreed, noting that he also doesn't think the afterschool program lottery system is a good idea either and that he has received many comments about it.  The Board also discussed that all bids for work or materials should go to Tony and then Tony can bring them to the Board.
