Board of Selectman Meeting
September 21, 2006


Members Present: Chair-Paula Proulx, Vice-Chair, Paul S. Parker. Marty Gilman

Present; Fire Chief Rich Fowler

Chairperson Paula Proulx called meeting to order at 4:45 pm and asked everyone to join her in the Pledge of Allegiance.

Chief Fowler began by stating that he presented to the Budget Committee the proposals for applying for a grant from Americorps that would fund 2 personnel for the cost of $6000.00 each. Selectman Gerry McCarthy and Bill Tsiros were present and helped in answering questions from the Budget Committee. The Chief reported to the Board that the proposals have several good questions and comments and was generally well received by the Budget Committee.
        
Marty asked the Chief for a review of the Grant. The Chief answered that the grant is for 2 personnel that would assist the Fire Department in answering the weekend calls. The Town would be responsible for only $6000.00 of their salary of which the Chief can fund from already established lines in the current approved budget. They would be available for a minimum of 1700 hours of which some will be devoted to developing volunteering and retention for the department. He would need the names of candidates to present to Americorps by October 16 with a start date of November 8 for orientation. The Town Of Farmington has no responsibility past the original grant of one year. If the Town wanted to continue and found the grant useful and beneficial it can reapply for the year 2007. All liability and insurances are assumed by Americorps. The Chief will be filing a monthly report to Americorps with copies as asked for by Paula to the Board.

Motion By Paul S. Parker to accept the proposal and allow Chief Rich Fowler to apply for a grant to Americorps for the funding of 2 personnel to work at the Fire Department for a period of one year. Marty Gilman 2nd .  All in Favor
