MINUTES
FARMINGTON BOARD OF SELECTMEN
MEETING
NOVEMBER 28, 2005

PRESENT:  Chairman Joan Funk, Vice-Chairman Paula Proulx, Selectmen George Meyer, Matt Scruton, and Paul Parker; Town Administrator Paul Weston, Water/Wastewater Superintendent Dale Sprague.


Chairman Funk opened the meeting at 6:00 PM with the pledge of allegiance to the flag.

LANDFILL BUDGET   The Selectmen reviewed in detail the proposed 2006 Landfill budget.  Mr. Sprague distributed suggested revisions.  Some action items:
·       Article 22, 2003 Town Meeting Warrant on withdrawal of funds for engineering for landfill monitoring and closure planning from the Landfill Closure Special Revenue Fund should be repeated on the upcoming town meeting warrant.  
·       An RFP should be issued to CMA and GeoInsight seeking a cost for engineering services in response to the March, 2005 NHDES letter (attached).
·       A letter should be issued to Collins and Aikman (formerly Textron) and NHDES requesting action on the Cardinal Landfill. Selectmen want assurance we are dealing with the home office or headquarters on this matter.  Also, UNH may be of assistance to study natural attenuation of this hazardous waste landfill.

Revisions to the landfill budget will be inserted in the upcoming Municipal Budget, and the Selectmen will finalize this budget after reviewing salary recommendations.

WATER DEPARTMENT BUDGET  The Selectmen reviewed in detail the proposed 2006 Water Department Budget.  Some decisions points:
·       The purchase of a replacement utility truck for the 1996 Ford was deleted from the budget
·       Hydrant usage should be charged to property tax payers.
·       Rate increases should be looked at annually, and not wait for five years.
·       We should review the policy on purchase of meters, looking to add meter purchase as a requirement for new connections.  This fee would be added to the proposed connection fees slated for public hearing December 5.
·       Selectmen sought a list of all water users not currently metered, such as municipal building, churches, and the 500 Boys Club.

Revisions will be revisited by the Selectmen in the future after insertion into the upcoming Municipal Budget

WASTEWATER DEPARTMENT BUDGET The Selectmen reviewed the wastewater budget after Mr. Sprague presented revised and updated numbers.  Some decision points:
·       The funding for the Wright – Pierce wastewater treatment plant upgrade study will be funded entirely from the capital reserve fund.
Revisions will be revisited by the Selectmen in the future.

SIGNATURE FILE  An Intent to Cut was signed for Map 59, Lots 6-2 & 33 for Bruce Cartwright dba Old Quarry Partnership.  Also, the VADAR tax billig software contract was signed for another year for a cost of $5,786.
