FARMINGTON BOARD OF SELECTMEN’S
MEETING MINUTES
MARCH 1, 2004
(Public Session)
Attendance: Joan A. Funk, Gerald McCarthy, David Hall
Staff: Ernest M. Creveling, Town Administrator & Clark Hackett, Director of Hwys. & Vehicle. Maint.
The meeting convened and was called to order by Chairman Funk at 6:00 p.m. She led everyone present in the Pledge of Allegiance.
Director of Highways & Vehicle Maintenance, Clark Hackett came before the Selectmen to request permission to post the Town’s roads with spring weight limits in order to prevent unreasonable damage or extraordinary municipal maintenance expense from vehicles carrying heavy loads which damage pavement and create dangerous ruts on unpaved roads. He cited his years of experience from having to repair such damage and frequent complaints from residents living on roads, which have suffered such damage on their roads during frost season.
Joan A. Funk made a motion to allow Clark Hackett to post the roads in Town for spring weight limits. David Hall seconded the motion and the vote was unanimous.
Joan A. Funk made a motion to enter non-public session pursuant to NH RSA 91-A:3. Gerald McCarthy seconded the motion and the vote was unanimous. The Selectmen then reconvened to public session. Matthew Scruton made a motion to seal the non-public session minutes indefinitely. Joan A. Funk seconded the motion and the vote was unanimous.
Barry said he’s heard from Maria Schloesser regarding the E 911 address changes. Other Board members said they too heard from Ms. Schloesser. Ernie said he would be dealing with this issue tomorrow. He said this is the second person that has complained about Town employee response to their questions. Joan asked if the Selectmen want to deal with tonight’s issues next Monday and some said yes and some said they felt the Board should wait until Town Meeting. Ernie said the Selectmen might want to have some EMS proposal representatives present at the meeting.
Rit brought forward to the Board his original signed appointment paperwork, acknowledging his appointment and swearing by the Board of Selectmen.
Matthew Scruton made a motion to increase the building permit fees from $5.00 per $1,000 valuation to $7.50 per $1,000 valuation. Joan A. Funk seconded the motion and the vote was unanimous.
Gerald McCarthy made a motion to appoint Eugene Elander to the Conservation Commission. Matthew Scruton seconded the motion and the vote was unanimous. The meeting adjourned.
