SECOND PUBLIC HEARING FOR
PROPOSED ZONING AMENDMENTS
At 6:30pm, Chairman Paul Parker opened the meeting and seated Glen Demers for Tracy Major.
Amendment #1, as proposed by the Planning Board:
To amend Section 1.14 (Definitions) of the Zoning Ordinance by amending the definition for both Home Occupation and Home Business.  To also create two new sections of the Zoning Ordinance to provide standards for Home Occupation (Section 5.01) and Home Business (Section 5.02).
Charlie King pointed out there is a disagreement between Section 5.02 and the definition of a Home Business because the Board changed the wording to allow three additional employees.  The question was raised if the Board can make this change to the definition without another public hearing because it is not a substantial change to the definition and it is not a governing ordinance.  Kathy said she would have to check with legal counsel.
At 6:47pm, Cindy Snowdon motioned for a short recess to allow Kathy to contact Attorney Walter Mitchell, 2nd Charlie King.  Motion carried with all in favor.
At 7:05pm the Board reconvened.
change to the definition because the change was discussed at length in Section 5.02 at the previous meeting and the Board made their intention clear then.
Paul Parker opened the floor for public comment but there was none so he closed the public hearing.
Charlie King motioned to forward the definitions of both Home Business and Home Occupation and Sections 5.01 and 5.02 as amended to the Town Warrant, 2nd Glen Demers.  Motion carried with all in favor.
Amendment #2, proposed by the Planning Board:
To amend Section 4.01 (Aquifer Protection Overlay District) of the Zoning Ordinance by removing the space and bulk standards permitted uses, and non-conforming use sections.  To also change the reference map that establishes the district’s boundaries, to modify the prohibited uses section and establish language to allow increased impervious coverage on a lot in the district providing certain standards are met.
Chairman Paul Parker opened the public hearing and hearing no comment closed it.
Charlie King motioned to forward the amendment to Section 4.01 to Town Warrant, 2nd Glen Demers.  Motion carried with all in favor.
Amendment #3, as proposed by the Planning Board:
To amend Section 4.02 (Watershed Protection Overlay District) of the Zoning Ordinance by adding language to allow increased impervious coverage on a lot in the district providing certain standards are met.
Chairman Parker opened the public hearing and hearing no comments closed the hearing.
Charlie King motioned to forward Section 4.02 to Town Warrant, 2nd Glen Demers.  Motion carried with all in favor.
Other:
Kathy explained that the actual town warrants will only include a summary of the three amendments though full copies will be available for review.  The Board discussed that they would like the amendments put forth as four warrants; 1. Section 5.01 and definition, 2. Section 5.02 and definition, 3. Section 4.01 and 4. Section 4.02.  
Charlie K. commented that for the past several years the Planner and Chairman have gotten together and taped a discussion explaining the proposed amendments.  The Board was in agreement this would be a good idea and Kathy and Paul will get together to do this.
At 7:50pm, Charlie Doke motioned to adjourn, 2nd Glen Demers.  Motion carried.
