Meeting convened at 9:05 am

·       Review and discuss:  Site Plan Application for a proposed building addition (aggregate bins) By: John Cardinal (Tax Map R19, Lot 24); Property located at 100 Cocheco Road, in the (SR-1 – now known as RR) Rural Residential Zoning District.
        
Randy Tetreault Norway Plains presented plan on behalf of John Cardinal; provided an aerial overhead view of project; no architectural photos provided; John Cardinal advised that they are only enclosing a set of bins; he does not know the elevation(s); Randy Tetreault states that topo(s), flood zones; wetlands have all been identified.

Paul Esswein asks what they load the bins with; John Cardinal advises with a loader.

Dennis Roseberry asks if the new structure is going to be any taller; John Cardinal advises no, in fact will be shorter that the other one; Dennis Roseberry advises the applicant to be aware of banking erosion; John Cardinal indicates that he will provide for that.

John Cardinal poses a question regarding excavation requirement; Randy Tetreault explains that requirement would only be necessary if product is moved off site.

Paul Esswein and Randy Tetreault review the new checklist procedures / requirements; Paul Esswein adds that the Planning Board want to address items on the plan or request waivers in writing.

A question is raised regarding the noise level that could possibly be increased; John Cardinal advises that the noise level will actually be reduced by the enclosure.
                        
Paul Esswein advises Randy Tetreault that he will need to submit waivers for #18.B.3 and #30.A through 30.D.10; Paul Esswein also suggests that Norway Plains remove reference to Pokamoonshine Brook from the plan.

Paul Esswein stated that he spoke with the Fire Chief and he has no issues with the project as long as Dennis Roseberry handles the safety issues and does a safety review after installation.

John Cardinal advised that there is on site septic and that water is carried in.

Paul Esswein states that Joel Moulton does have some issues with the bank; and that as long as John Cardinal addresses the retaining of the bank he (Joel Moulton) will be okay with that.

John Cardinal asks Paul Esswein if the Planning Board requires more information would another meeting be held; Paul Esswein advises John Cardinal that he cannot state what the Planning Board would say.

Lastly, Paul Esswein comments that permanent structures require site review and non-permanent structures have no building permit requirements.

·       Review and discuss: Site Plan Application for a change of use “Ellens Seafood Restaurant” By: Yvonne Lamott and Linwood Scripture (Donna Dowling) (Tax Map U6, Lot #10); Property located at 453 Main Street (next door to the La Contadina Restaurant); in the Village Center Zoning District.

Paul Esswein advises the staff that is present that this is a Minor Site Review Application; Paul Esswein summarizes for the staff what the plan is calling for; Reviews with Dale Sprague, Joel Moulton and Dennis Roseberry what the plan entails. Summarizes there are 2 entrances off of the front sidewalk, 1 entrance out back, dumpster is located in the rear, 30-seats would require 6 parking spaces, which the Town of Farmington Municipal can accommodate; Paul Esswein advises that he has spoken with the Fire Chief and his recommendations are for automatic extinguishers particularly within the grill area and smoke alarms throughout the establishment.

Dennis Roseberry questions what is located above the proposed restaurant; Donna Dowling advises that it is a flat roof; nothing above; Dennis Roseberry adds that the smoke and emergency exits should have a battery back-up system and that there should be a fire wall of 5/8” fire rated material on the wall that separates “Ellen’s Seafood and La Contadina Restaurant”; Yvonne Broduer asks if the La Contadina has a fire wall would we “Ellen’s Seafood” still be required; Dennis Roseberry advises yes and explains reason why; Yvonne Lamott asks if the fire wall should be in the kitchen area only; Dennis Roseberry and Paul Esswein both reply that the full wall would need to be fire rated.

Dale Sprague advises that he does have a couple of issues with the project; (1) separate water meters into 3 buildings; Yvonne Broduer asks if the owner Peter Alfe who also owns the La Contadina Restaurant would be responsible; Dale Sprague advises her that Peter Alfe would be responsible to request separate meters; (2) grease traps in kitchen area; (3) back-fill preventers on the water lines as now there are 3 possibilities of contaminated water lines; he will speak with Peter Alfe regarding this issue; lastly he advises that he would prefer a central location for all meters.

Joel Moulton does not have any problems with the proposed application.

Paul Esswein advises that the Town of Farmington does plow the alley way and that this cannot be blocked.

Dennis Roseberry addresses handicap access and suggests that there are a number of ways to accommodate;

(1)     purchase portable ramp(s); (2) doorbell with handicap ramp area; (3) wait staff could be available to pick up a wheelchair and move inside; (4) bathroom must be handicap accessible.  Dennis Roseberry also asks if the windows in the front are tempered and if not then some type of a barrier will be required
to go across the bottom portion of the window as protection for not falling through the glass.

·       Review and discuss: Application for a 2-lot sub-division By: John E. & Elaine Aylard (Tax Map R58, Lot #7); 1-lot will be 3.0-acres and 1-lot will be 6.69-acres; Property located at 239 Hornetown Road; in the (AR) Agricultural Residential Zoning District.

Applicant and Surveyor – no shows

Paul Esswein summarizes to the staff the proposed 2-lot subdivision on Hornetown Road with a shared driveway; the new lot is being taken off from the existing; the driveway is approximately 50’ in from road and will connect to approximately 800’ to the new structure; the applicant has received variance approval from the ZBA; wetlands as well have been approved; the new driveway will be built to Town of Farmington standards; no emergency turn-around required; no alternative access and no water and sewer required.

Dale Sprague asks about the site distance and Paul Esswein indicates that is okay.

Paul Esswein asks the staff for comments or any issues; Dale Sprague indicates the culvert is okay, Joel Moulton indicates 24’ okay; low-volume wetland area and during the flood found no problem(s).
