6:00 p.m. Vice Chairman Don McVane: calls the meeting to order and opens with:

NEW BUSINESS: PUBLIC HEARING.
~
CONTINUATION: Application of Farmington Ridge Limited Partnership; Review of sub-division of
Tax Map R47, Lot 5 to create 2 parcels; one containing 10.9 +- acres and another 130 +- acres: Site Plan
Review of 70-unit manufactured home development on approximately 130 acres. Access to the proposed
development is via Dick Dame Lane.

Chairman MacVane turns the floor over to Attorney Mr. Malcolm McNeill - McNeill gives a presentation of
Farmington Ridge Limited Partnership and introduces Rick Lundborn – Norway Plains (Engineer) and Mark
Philips – Farmington Ridge who will be assisting. With the plot of 148.2 acres there will be 35 new mobile homes,
which combined with the others, will total 125 units. This area is in the SR zone. With a brief history of the land
there is 90 units off Dick Dame Lane. There is 10.9 acres off Bunker Street. There is a $1,000 hook up for water
and $2,000 for sewer. The gated passage on Winter Street is discussed. We are here to get the application accepted
as complete. Access is a private 20’ road. Our plan is to come in on Dick Dame Lane. Town water and sewer is
accessible. We expect to have a traffic study completed. Rick Lundborn: The project is east of Dick Dame Lane.
We will provide a drainage plan. There will be bituminous curbing and catch basins, treatment swales to ponding
areas and the brook. McNeill explains this is a site review not a subdivision and we would like the application
accepted as complete. The traffic study we discussed should be finished within a couple of weeks.
Chairman MacVane opens the meeting to the public:

Mr. James Spaulding - I have lived on Dick Dame Lane for 18 years and have the following questions: Have you
notified the abutters? Rick Lundborn answers, “Who are the abutters?” Mr. Spaulding: I’ve been complaining for
15 years. I have not been notified. Nobody on my street has been notified in the past 16 years. I pray you review
this entire project. At this point Mr. Spaulding handed the board a list of his objections to the project and stated
the town should review this. I have road studies that are overabundant and can’t handle the traffic. Trucks have
racked my foundation, my house shakes, you can see the cracks in the road. Can I get the planning board to look
back 20 years?

William Vashon – lives on Winter & LoneStar. The road isn’t wide enough. Here is a news article
about the road. I don’t know why they are going to use Winter Street. On August 13, 1978 it was decided there
would be a crash only.

Chet Bryant – (Abutter who was notified) they did a good job moving the bridge. He presented pictures of water
going down Dick Dame Lane.

Raymond Zahn – Concerned about the amount of speeding traffic going down Sky View Drive. And if the gate
is opened there will be more
~
Don MacVane – They are here to get approval of 35 new mobile homes. Is there an easement on the Sky View gate?
Mr. McNeill answers “yes”

Craig Balser – Last home on Dick Dame Lane. Lived there for one year. The cars travel 40, 50, 60 miles per hour.
If traffic is blocked off you can call it Route 16.

Betty Vashon – What will be the impact on water and sewer, school children, school system, what are we going
to do?
~
Rick Lundborn - We have talked to Dale Sprague and there is plenty of space for sewer. Also water, but we will
need a booster pump.

William Vashon - When you open Winter Street gate all the traffic will come out.
~
Cherry Lamontaign – Sky View Drive, My concern is traffic. The gate in Winter Street carries a lot of controversy.
There should be some other access than Winter Street.

Mr. McNeill - Mr. Spaulding is not an abutter but his concerns need to be addressed. All we are looking for is acceptance of the plan. The issues on water and traffic will be addressed.

Charles Wibel – I don’t see a lighting plan or drainage plan.
~
Rick Lundborn - We have provided 35 sheets and you may not have all of them

Don MacVane – These things will be provided

Mr. McNeill – Completed plans were presented to Paul

Paul Parker – Impact on wetland is my concern.
~
Don MacVane – We need to consider, accept or point out why this plan is not complete.
~Charles Wibel - It looks like the plan is complete Motion is made to “accept the plan as complete”
2nd by Jim Horgan. All in favor. Motion passes.

Don Mac Vane - What streets are having a study?
~
Mr. McNeill – What is reasonable or what works on the traffic study. We looked at Dick Dame Lane,
also Winter.
~
Paul Parker – Would like to look at wetland per review - because of extensive wetland would like a
separate study
~
Mr. McNeill – DES will do the wetland study. We will supply you with all the information.
~
Don MacVane - We don’t have an in depth study yet, that will come later. We may want a second
opinion later. We are a little premature on asking for a study at this time.
~
Charles Wibel – In regards to another hearing, would you be willing to notify people on Dick Dame
Lane? Mr. McNeal – Yes. Wibel – I would like a copy of the easement on the green zone beyond the
development. I would like them to meet with water & sewer Dept when they meet. Have you met with Conservation
Commission? – Mr. McNeal the DES has a standard form that is used. Wibel – Do you have something from
the highway department Reference what the road is capable of? Paul Weston mentioned the interim Road
Agent is Richard Page. Wibel – We need to look at bridges and weight limit.

Mark Phillips – Right now there are 4 trailers on the 10 acres and we want to clean up the site and then do
something with it.

Charles Wibel You cannot get another park.

Mark Phillips – “Correct, I will not expand the mobile park”.

Rick Lundborn – Discussion on notifying the abutters. Hiram – we must be careful not to set a
precedence. Maybe the applicant would consider notification on his own. Jim – We should
keep it the same way.

Jim Horgan - Motion to keep the notification the same. 2nd by Charles Wibel, All in favor,
Motion passes.

Rick Lundborn - If we impact Dick Dame Lane then we will notify the people living there.

Application for Lot Line Adjustment By: Holy Rosary Credit Union (Tax Map R20, Lot 11-2)
and Application for site review (Tax Map R20, Lot 11-1; Property known as NH Route 11,
Located in the (ORB)-Office, Research, Business, Zoning District.

Randy Tetreault - of Norway Plains gives a presentation on lot line and site review assisted by Brian Hughes
and Scott Lawler. Awaiting two permits, Septic and Sub-Division approval. The only issue is DOT permits.
We have a landscape plan.

Don MacVane – Storm water and drainage report is in.

Scott Lawler – We are requesting a new permit for the driveway.

Charles Wibel – On the landscaping is the grass rough cut? Mowing would look better.

Scott Lawler – Because of the 3 to 1 slope mowing would not be feasible in certain areas.

Charles Wibel - Concerned about drainage because parking lot is level.
~
Scott Lawler – There is a slight grade, enough for drainage. It should be O.K.
~
Paul Parker – You have only one handicap parking space. Is this enough?
~
~Scott Lawler – We need one space for 25 cars, two for over 50. This should be adequate.

Paul Parker – Is this two story or one? Scott – Two story with cathedral ceiling

Continuation of site-review application By: Wayne & Simone LaRoche (Tax Map U02, Lot 026);
Total acreage .75acre; to add (1) 30’x60’ Duplex unit, Property known as 29 High Street located
in the (UR) Urban residential Zoning District.

Randy Tetreault – Norway Plains surveyed the property in 1980 in the UR zone. He explained the landscape
plan, parking, run off, Hinckley and gravel soils.

Jim Cook- My main concern is traffic on the road. Where are visitors going to park? There is no place
to put the extra cars.

Russell Purkey – Passed out a list of concerns
~
Randy Tetreault – Snow will be pushed or hauled away. There is plenty of room. There is an existing
fence. This matter is up to the board. Lighting will be two 8” light poles for parking lot down deflated.
The people will be notified when sewer and water is installed.

Paul Parker – Why reduce parking from 3 to 2?

Randy – It was recommended by the TRC. It would make better landscaping and better plowing.

Don – I reviewed the list of previous missing items and all have been completed.

Chris Berry – Berry Engineering gives presentation on this 3-lot subdivision, we do have State
subdivision approval.

Don MacVane - Is this application complete? Chris – I received a letter from the TRC and there are no problems.

Paul Parker - Discussion on drains and brook. Chris explains they are seasonal and will put this on the plans.
