Farmington Planning Board
Public Hearing and Site Visit
June 9, 2005

Present:        Charlie King, Chairman, Paul Parker, Hiram Watson, Don MacVane, Jim Horgan
                Mark Paulin, Alternate

Staff:          Paul Esswein

Public:         Steve Chasse, Carol Worster, Arvard Worster, Randy Tetreault, Rick Lundborn, Lura Jackowski, Frank Jackowski

5:30 p.m.       Charlie King reconvenes the Public Hearing on site between 62 and 65 Central Street (Map U1, L9).

Randy Tetreault and Rick Lundborn describe the proposed infrastructure improvements, particularly the effect of reducing the grade within 50 feet of the centerline of Central Street on the drainage characteristics of the site.  The position of the road is intended to provide a limited buffer to the rear of 62 and 60 Central Street.

Several members identify the need to divert stormwater collected at Central Street in the vicinity of the project entrance to west side of the access road using either a catch basin or culvert.  State highway designation limits ability to commit to a particular solution at this time.  Mr. Tetreault and Mr. Lundborn agree to investigate installation of ditches and berms on both sides of the access road to carry run-off to the rear of Lot 9.

Mr. Chasse questions Mr. Worster's ownership of land between 62 and 64 Central Street.  He would like to see documentation in the chain of title establishing Mr. Worster's ownership.  Mr. Esswein stated that the tax maps had recently been corrected to show the access as part of Mr. Worster's property.  He also stated that the town had no reason to question the validity of the survey, and that the Board of Selectmen would have to express a claim to the land to initiate any additional research on the part of the town.

Jim Horgan made a motion to continue the public hearing to July 5, 2005 at the regular Planning Board meeting.  Second by Don MacVane.  Motion carried.

6:06 p.m.  Paul Parker made a motion to adjourn.  Second by Jim Horgan.  Motion carried.

APPROVED AS WRITTEN 07/05/2005
