Committee Members Present:      Dave Connolly, Art LeClair, Kristie Holtz and Randy Orvis.
Committee Members Absent:       Jim Horgan and Jill Tozier
Selectmen’s Representative:     Gerry McCarthy (absent)
Public Present:                 Neil Johnson
At 6:05pm, Chairman Dave Connolly opened the meeting and welcomed new member Art LeClair.  There was not a quorum so this was an informational meeting only.
  • Strafford Regional Conservancy (SRC):
Noting a representative from SRC was not available so this discussion will be continued until next week.

  • Review of Minutes:
Tabled until the next regular meeting.

  • New Business:
  • Town Forest Survey Proposals – as there was not a quorum the opening of the bids was tabled until the next regular meeting.
  • 500 Boys Club – Dave noted that a review of the conservation easement that was given to the 500 Boys Club needs to be completed and is overdue.  As the grantee of this property the Commission is obligated to review the 6.3 acre easement on Paulson Road.  Randy commented that the Commission should be able to monitor this easement using the downloadable form and he will get a copy of the plan so the Commission is sure what the bounds are.  The grant was from Lakes and Water Conservation Fund for about $97,000; Art asked what the grant money was earmarked for and Dave replied the Commission will need to look into it.  After further reading the paperwork it was noted that the letter from LWCF was for a report on the entire property for the grant so Dave will forward the request to the 500 Boys and Girls Club.
  • Management Plans – Dave reported that the French and Dubois Management plans have been accepted by NH Fish and Game Department.  Neil Johnson offered to put the description, goals and objectives of the two properties on PDF so that the Commission will have them for the RFP for implementing the management plans.
  • Old Business
  • French/Ronci Survey – Dave informed the Board that the survey has been completed and submitted to the Commission.  The Ronci property is 2.99 acres and the French property is 56.72 acres.  It was discussed that the survey mylars need to be recorded at the Registry of Deeds and the Commission will need to vote on expending these funds at the next meeting.  
  • Energy Resources Group, Inc Update – Dave reported that they had a compliance hearing on May 18th with the planning board and they have made a ton of progress on cleaning up the site.  The survey has not been completed yet but it has been cleaned up quite a bit.  They asked if the Commission would be willing to extend the deadline by 30 days and the Commission did not feel this is was unreasonable.
  • WHIP – (Wildlife Habitat Incentives Program)  Dave looked to see if any of the town properties would qualify for this program and the answer was no it is more for private landowners.
