CONSERVATION COMMITTEE
Wednesday, April 14, 2010
356 Main Street, Farmington, NH
Committee Members Present:      Dave Connolly, Jim Horgan, and Randy Orvis.
Committee Members Absent:       Kristie Holtz and Jill Tozier
Selectmen’s Representative:     Gerry McCarthy
Public Present:                 Keith Fletcher and Matt Desmarais
At 6:00pm, Chairman Dave Connolly opened the meeting.
  • Keith Fletcher of MMRG:
Keith Fletcher of Moose Mountain Regional Greenways made a presentation on their Wetlands Reserve Program.  He explained that there are programs available to assist towns with conserving wetlands.  All the NH certified wetlands would need to be mapped out before an application will be accepted.

  • Review of Minutes:
  • Jim Horgan motioned to accept the minutes of 3-18-10 as written, 2nd Gerry McCarthy.  Motion carried with all in favor.
  • Other and Correspondance:
  • A letter was received from S. Lund Tree Service stating that they marked some hazardous trees along River Road that they will be removing to protect the PSNH lines.
  • A copy of a NHDES wetlands and non-site specific permit for Ebon Dorr was received.  Mr. Dorr is planning to widen his road and install some culverts.
  • Dave submitted a Hay Day application on behalf of the Commission.
  • A revised restoration plan for Lancelot Shores was received.
  • The Division of Forest and Lands has planned a 60 acre harvest in the Blue Job Mountain Forest.
  • B.H. Keith and Associates submitted revisions of the Dubois Management Plan to NH Fish and Game and are awaiting their response.
  • Dave contacted the State about handi-capped access on town properties and the contact person said that these types of access will not be in conflict with the easements but she should be contacted when the Commission has a better plan.
  • The second installment bill from Geometres Blue Hills, LLC was received for the survey along River Road.  Randy shared the plans and stated said they just need to set the corner pins now.  He also said that the French Property is actually only 56.7 acres.
At 6:54pm, Jim Horgan motioned for a short recess, 2nd Gerry McCarthy.  Motion carried with all in favor.
At 7:02 the Commission reconvened.
  • Matt Desmarais of Baxter Lake:
Mr. Desmarais, the author of Fresh Water Guide to New England, explained that he is writing a new book about eastern NH and would like some information about Baxter Lake.  The Commission gave him several pointers and lots of information regarding the history of the lake, parking and fish species.

  • Town Forest Properties:
Dave informed the Commission that he did some research in regards to the UNH created Town Forest Management Plan and found that the Commission never adopted it as a management plan.  He also found that the Brown Mill is town property and that the town is responsible for Waldron’s Mill Pond.  Dave then asked the Commission how they would like to proceed. Randy noted the parcel is not surveyed.  Jim stated at this point the Commission should not adopt the UNH plan because it does not include the Davenport easement and the pond.  It was agreed that a survey needs to be completed first and then a management plan should be created.  Jim Horgan motioned to post an RFP to survey the town forest and adjacent town properties (ie. Abbott, Davenport), 2nd Gerry McCarthy.  Motion carried with all in favor.

  • Presentation of Town Maps :
Dave explained that he is putting together some maps to present to the Planning Board on May 4th to show what lands the town currently has under conservation and what other areas in town the Commission would like to preserve.  The Commission reviewed the different maps and discussed what would be appropriate for the presented map.

  • Energy Resources Group Update:
Dave informed the Board that he went on a site walk of ERG with the Planning Board and noticed that very little work has been done on the site regarding the encroachment on the easement.  On May 18th the Planning Board will hold a compliance hearing for ERG and the Commission members should probably be there.  It was noted that where the wetland area was filled in on the site, there are several sink holes.
Next meeting is scheduled for May 12, 2010.

Jim Horgan motioned to adjourn, 2nd Randy Orvis.  Motion carried with all in favor at 8:23pm.
