CONSERVATION COMMISSION
MEETING MINUTES
Wednesday – January 13, 2010
356 Main Street, Farmington

Members Present:        David Connolly, Jim Horgan, Kristie Holtz, Jill Tozier (6:25pm) and Randy Orvis

Members Absent:         None

Selectman's Rep:        Gerry McCarthy

Public Present: Frank Monteiro and Maria Dolder

Chairman Dave Connolly called the meeting to order at 6:00 pm.


1.  Review of Minutes:
Jim Horgan motioned to accept the 12 -16-09 minutes as presented, 2nd Randy Orvis.  Motion carried with Jerry McCarthy abstaining because he was not present for the meeting.

2. Geometres:  
An informative package was submitted to the commission by Geometres.  No action required.

3. Town Report:  
Dave Connolly presented the commission with draft for the town report.  Randy noted the acreage of the Dubois property is 197 acres not 164.  This was confirmed and will be corrected.  Gerry McCarthy suggested thanking the community for their support.  Jim Horgan motioned to accept the town report as amended, 2nd Gerry McCarthy.  Motion carried with all in favor.

4. MHF Design:

The commission welcomed informative guests: Frank Monteiro from MHF Desgin Consultants, Inc. and Maria Dolder from Herbert & Dolder representing Irving Oil

Frank Monteiro presented the Irving Oils’ plan to redevelope site Map R-20, lots 33 and 34.  They have already worked with DOT for permits and road design.  They will be meeting with the Planning Board next Tuesday.  No action needed.




5. Old Business:
a. Ad for RFP – The ad to bid for the survey on the French Property will be advertised a total of 4 times in Fosters.  Dave Connolly has already had several inquires.  Three proposals have been submitted so far.  Review of the proposals will be on the February agenda.  

b. Maynard Property – The town closed on the Maynard property on 12.14.09.  Moose Mountain would like someone from the commission to join their board.  Dave Connolly will find out when they meet and email the commission.

c. Security Box – Dave Connolly was unsuccessful in obtaining the security box at $34.99 as originally quoted.  The box is now priced $49.95.  The difference in funds is $14.96.  Gerry McCarthy motioned to authorized the addition funds, 2nd Jim Horgan.  Motioned carried with all in favor.  

d. Any other old business
i. River Road garbage is growing.  The parking lot is being plowed.  Gerry McCarthy said the Town should be able to pick up the garbage in the spring.

ii. The sign for the parking lot of the Davenport property is up.  It has also been plowed.  All the obligations of the Town have now been filled.


5. New Business:
a. Dubois Property Easement Monitoring – Monitoring was done on 11.24.09.  Many things are noted in the report.  The town has been working with Fish and Game on a Monitoing Plan.  Active dumping was mentioned which the commission hopes the cameras will help stop.  ATV activity has been noted.  The commission is considering “No wheeled vehicle” signs.  Perhaps the snowmobile club can help post them.

b. French Property Easement Monitoring- Monitoring was done on 11.24.09.  The report noted no monitoring plan.   The town has approved a monitoring plan with Fish and Game and implemented it last summer.  The report recommended marking boundaries.  The commission is in the process of surveying the property so was can hang markers.  

c.  Meterbourgh Road – Strafford Rivers emailed the commission about 93 acres currently for sale on Meterbourgh road.  They would like to know who the current owner is and think it is a property that should be pursued.  It is in the greenway connecting Blue Job with Rochester Reservoir.  The email mentioned some funding opportunities.  






d. The Community Gardner’s – The Communtity Gardner’s are having a meeting tonight.  They had approached us earlier about possible properties they might be able to start a garden on.  Gerry McCarthy mentioned near the water tower up Bay Road.  Some discussion was had  on what a community garden might be like.

e. Planning Board – The Planning Board meeting tonight will include discussion about the aquafers, if anyone from the commission is interested in attending.


Jim Horgan motioned to adjourn, 2nd Kristie Holtz.  Motion passed with all in favor.
