CONSERVATION COMMISSION
MEETING MINUTES
Wednesday – December 16, 2009
356 Main Street, Farmington

Members Present:        David Connolly, Jim Horgan, Kristie Holtz and Randy Orvis

Members Absent:         Jill Tozier

Selectman's Rep:        Gerry McCarthy (absent)

Chairman Dave Connolly called the meeting to order at 6:04pm.

1. Review of Minutes:  
Jim Horgan motioned to accept the amended minutes of 11-18-09 to reflect a spelling change, 2nd Randy Orvis.  Motion carried with Kristie Holtz abstaining.

2. Review RFP for Survey of Conservation Easements:  
Jim Horgan motioned to accept the RFP language for the survey for the French and Rauncey properties (Tax Map 50-009 and R50-026) and post, 2nd Randy Orvis.  Motion carried.

3.  Review Town Report Draft:
Dave stated that he is going to see if a sample of the easement label signs can be copies next to the report and asked the members to review the draft he created.  Randy suggested changing the wording to say a management plan is in progress for the Dubois property not a survey.  Kristie suggested including the names of the easements the Commission has obtained this year and that the Commission is working to do more comprehensive monitoring of the easement properties.

Jim Horgan motioned to table the acceptance of the Town Report submission to January 2010, 2nd Randy Orvis.  Motion carried.

4. Old Business:
a. Jim informed the Board that the Planning Board is sending Energy Resources a letter giving them 30 days to come up with an action plan to address the many concerns.

b. State of NH signs – Dave showed examples of the different signs available from the state.  Jim was impressed by the color of the signs and is going to do some more research into what other signs might be available.  The Commission will discuss again in January.

c. Dave explained that the Commission received a bill from Moose Mountain Greenways for $3750 for the Maynard Easement.  Randy Orvis motioned to authorize payment of $3750 to Moose Mountain Greenways for the Maynard Easement, 2nd Jim Horgan.  Motion carried.

5. New Business:
a. Dave informed the Commission that he received a check for the cameras so he will pick them up but the price of the box went up $20 so he is going to try to negotiate that price.

b. Strafford Rivers Conservancy monitored the Flume/Smith easement in November and noted trash and several 5 gallon jugs on and near the property.

Jim Horgan motioned to adjourn, 2nd Randy Orvis.  Motion passed.

Meeting adjourned at 6:43pm.
