Information Meeting Notes
Wednesday – October 14, 2009

Members Present:        David Connolly, Jim Horgan and Randy Orvis

Members Absent:         Jill Tozier and Kristie Holtz

Selectman's Rep:        Gerry McCarthy (absent)

Public Present: Keith Fletcher, Anna Boudreau and Kevin of Strafford Rivers                             Conservancy and Steve Selig

Chairman Dave Connolly called the meeting to order at 6:20pm.

1. Old Business:  
A. Town Forest Gate – Dave informed the Commission that the gate is up and Mr. Davenport is happy with the gate and Joel Moulton has the keys.  Also, Dave submitted the invoice for payment.

B. Maynard Property – Keith Fletcher of Moose Mountain Greenways explained that they are moving along with the Maynard Easement and due to new law SB 381 the Town will need to hold at least a tertiary easement for the property because they donated money towards it.  Strafford Rivers Conservancy has agreed to be the primary easement holder with the Strafford County Conservation Commission as the secondary.  It was noted that a public hearing was held on 4-8-09 to commit the $3750 for the project.

3. Trail Cameras – Steve Selig of Fox Ridge Oufitters explained the different types of trail cameras available for surveillance and gave each member a sales packet with all the information.  The Commission was unable to make any decisions tonight due to lack of a quorum so will rediscuss it at the next meeting.

4. Voith Easement Monitoring – Randy informed the Commission that he searched out a copy of the deed and he doesn’t believe the Town is obligated to complete the monitoring review requested by NHDES.  The Commission decided to go ahead and complete the review after contacting Energy Resources to let them know they would be on the property.

5. LeClair Easement Update – Dave informed the Board that the LeClair easement has been completed.

6. Dubois Property Management Study – Dave informed the Commission that he received the final bill from BH Keith and once they have been paid the final statement they will come and make a presentation to the Commission with their management proposal.

Mr. Russell who is an abutter to the Dubois property had contacted Dave to let him know that a boundary marker was missing and Dave referred him to Randy.  Randy stated that he walked the area and agrees the drilled boundary marker is missing though the property is clearly defined with the stone wall.  Randy stated that Mr. Russell is in agreement that there is no boundary dispute.

Also, Mr. Russell found a stray arrow on his property and in turn contacted Chuck Minor of NH Fish and Game.  Mr. Minor is sending Dave an application for signage to be installed on the Dubois property informing people that there is private property nearby.

7. French Property Boundary Marking – Randy and Jim both went and hammered the Commission signs along the boundary lines on the frontage of River Road and one side of Hornetown Road.  Randy stated they did not do one section of the property because he is unsure where the property line is and that the property should be surveyed.

8. Woodcock Clearing still scheduled for 11/8/09.

Next meeting scheduled for 11/18/09 because of the holiday.
