CONSERVATION COMMISSION
MEETING MINUTES
Thursday – February 26, 2009
356 Main Street, Farmington

Members Present:        Kristie Vickers Holtz, David Connolly, Randy Orvis and Jim Horgan

Members Excused:        Mark Seaver

Selectman's Rep:        Gerry McCarthy

Public Present: Sam Reid and Anna Boudreau of the Strafford Rivers Conservancy                          and Arthur and Gail LeClair.

Chairman Kristie Marquis called the meeting to order at 6:02pm and opened the public hearing.

1.  Public Hearing for the Sheepboro Road Easement:
Sam Reid reminded the committee and the public that the purpose of tonight’s meeting is to hold a public hearing to expend up to $30,000 for the Sheepboro Road conservation easement on the LeClair property.  The survey has been completed and the LeClairs are putting all but 7.79 acres of their 113.92 acres in the conservation easement.  The easement will allow for public access and will extinguish the LeClair’s development rights.

Randy stated that every property the town has an easement on with Fish and Game has required a management plan and he questioned if this property would need one as well.  Arthur LeClair explained that they have had a management plan on file with the state for a long time because of their tree farm.

Kristie closed the public hearing at 6:12pm.

Jim Horgan motioned to approve the payment of up to $30,000 for the Sheepboro Road easement otherwise known as the LeClair property, 2nd Gerry McCarthy.  Motion carried with all in favor.

Jim Horgan motioned to adjourn, 2nd Gerry McCarthy.  Motion passed with all in favor.

Meeting adjourned at 6:13pm.
