CONSERVATION COMMISSION
MEETING MINUTES
Wednesday – November 12, 2008
356 Main Street, Farmington
Members Present: Kristie Vickers Holtz, David Connolly, Jim Horgan and Randy Orvis.
Members Excused: Mark Seaver
Selectman's Rep: Gerry McCarthy (absent)
Public Present: Sam Reeves, Art LeClair, Gail LeClair and
Chairman Kristie Marquis called the meeting to order at 6:02 pm.
1. Discussion with Strafford Rivers Conservancy:
, of the Strafford Rivers Conservancy explained to the Board that NH DES has committed $40,000 to protect the LeClair and Fernald properties in the form of easements. She also stated that Fish and Game committed $50,000 towards the same conservation project. The net deficit is $63,000, however the city of Rochester is currently trying to pass legislation to allow them to expend $19,000 on the project because it directly effects their drinking water.
Randy asked what restrictions would be in place on the property because easements are usually for public access. Sh replied that the land would be open unless the owner was to post it.
Sh explained that Rochester did pay the $5000 for the appraisals completed in 1-08 and 11-07, just like Farmington did. Also, the Conservancy was told by Fish and Game and NH DES that the grant money needs to be expended by 6-30-09. Jim commented that he would like some type of affirmation from Rochester that they are going to pay some money towards the project that will protect their water supply.
Dave Connolly motioned to commit Farmington for up to $30,000 for the Fernald/ LeClair conservation project pending public hearing and Selectmen approval, 2nd Jim Horgan. Motion carried with all in favor.
2. Review of Minutes:
A. Jim Horgan motioned to accept the minutes of 9-10-08 as amended to reflect it was a meeting not a non-meeting, 2nd Dave Connolly. Motion carried.
3. Old Business:
A. Kristie reported she had no update on the Davenport property. Dave said that he recently visited the site and noticed there were multiple deer carcuses left (not by hunters due to the nature of the carcuses) and a lot of trash. Dave asked Megan, town secretary, to have someone pick up the trash but as of yesterday it was still there. Dave will write a concerned citizen’s report on the mess for Kristie to forward to Tony Mincu.
B. The committee discussed that they need to contact Mr. Davenport to see exactly what his family would like on the sign for the site so one can be created to match the Town Forest sign.
C. Randy reported that he did tag the trees for clearing on the French property and that Gerry said the tree business for the town could probably not do the clearing. Gerry told Randy that he was going to do the clearing himself. Jim commented that he does not think it is a good idea for Gerry to be doing this and asked Kristie to have Tony see if the DPW could take care of the matter.
D. Randy reported that River Road is also full of trash again and then when Fish and Game did their site walk of the Dubois property on Friday they found similar conditions that will be in their report. The committee discussed forwarding this report to Tony so that he can have town staff take action. The committee also discussed trying to get “stop littering” signs from Chuck Minor. Dave said he will continue to try to get a hold of Mr. Minor.
E. The next meeting is scheduled for Wednesday, December 17, 2008 at 6pm.
Jim Horgan motioned to adjourn, Dave Connolly seconded. Motion passed with all in favor.
