CONSERVATION COMMISSION
MEETING MINUTES
Wednesday - July 9, 2008
356 Main Street, Farmington

Members Present:        Kristie Vickers Holtz, David Connolly, Jim Horgan and Mark Seaver

Members Excused:        Randy Orvis

Selectman's Rep:        Gerry McCarthy

Town Staff Present:     Director of Planning and Community Development, Dan Merhalski

Public Present: Gail Ellis and Chris Berry of Berry Survey and Engineering

Chairman Kristie Marquis called the meeting to order at 6:03pm.

1.  Gail Ellis Subdivision Request:
        Chris Berry of Berry Survey and Engineering explained that Gail Ellis is proposing a subdivision on Ten Rod and Poor Farm Road and the planning board is requesting she have the commission assign a wetland class to the wetlands on the property.  Mr. Berry explained that they hired two environmental scientist, most recently Mark Jacobs and he assigned the wetlands as Class II and III as labeled and classified the streams as intemittent.  Dan informed the commission that this project is coming before them because section 4.03 of the town ordinance requires wetland delineation and the planning board also needs to determine if the stream is perennial or intermittent.
        The commission was in consensus that they will reserve their comments until the site walk on July 22, 2008 though they do not have any disagreements with the information given by the wetland scientist.  Jim Horgan motioned hold a special meeting on July 22, 2008 after the site walk to deliberate the findings and make recommendations to the planning board there after, 2nd Gerry McCarthy.  Motion carried with all in favor.

2.  Town-owned Property on Pound Road:
Kristie reported that she did find the deed for this property.  Gerry stated that he believes the Selectmen still hold control of this property and will need to look at hiring a forester to manage the property and create a healthy forest.  The commission discussed the need to draft a warrant proposal to create a fund for foresting revenue and expenditures for the management of the town properties.  It was also discussed that the town forest management plan still needs to be accepted by the Selectmen.

3.  Moose Mountain Greenways Display Board:
Kristie informed the commission that she has the display board and all the maps and wording to go on it, but needs to gather photographs of  the different locations in town.  The commission discussed that it should be a traveling board that rotates between the library, bank, schools, rec, municipal building and such.

4.  Hay Day:
The commission discussed that they would like to set-up the previously discussed display board at Hay Day with some education pamphlets.  Dave will contact Chuck Minor from NH Fish-N-Game to see what he can get for paraphanalia from him.

5.  Review of Minutes:
Gerry McCarthy motioned to table the minutes until the next meeting, 2nd Dave Connolly.  Motion carried with all in favor.

6. New Business:
A.  Kristie informed the commission that she was approached by the Fish and Game Department to use the Dubois property purchase as "matching funds" spent for another grant.  She stated that the impact of this to the town is that they can not use the Dubois property purchase as matching funds for a federal grant for six months.  Jim Horgan motioned to support Kristie's authorization for Fish and Game to utilize the Dubois property purchase as matching funds for a grant application, 2nd David Connolly.  Motion carried with Gerry McCarthy abstaining.
B.  A public hearing for the nomination of the Cocheco River into the River Protection Program will be held on July 23, 2008 at 6:30 pm in the Rochester City Council Chambers.

7. Old Business:
A.  The commission discussed the need to get bid for the low brush clearing of 1/3 of the 2 acres that needs to be maintained and the mowing of the small field in the center of the same area.

Jim Horgan motioned to adjourn, Mark Seaver seconded.  Motion passed with all in favor.
