BUDGET COMMITTEE
MEETING MINUTES
Thursday – June 11, 2009
356 Main Street - Farmington, NH

Members Present:        Mike Morin, Ann Titus, Brian St. Onge, Sam Cataldo, Cindy Snowdon, and Chris Somma.
Members Excused:        Jim Horgan, Chris Biron and Arthur Capello
Selectmen's Rep:        Gail Ellis
School Board Rep:       Ken Dickey
Public Present: Charles Wiebel, Ruth Ellen Vaugn, Carolyn Rioux (MRI Business Consultant).

Chairman Mike Morin opened the meeting at 7pm.  

1. Mike informed the Board that there will be a deliberative session on June 30 at 7pm in the High School gym for the Collective Bargaining Agreement (CBA) for the Custodial Contract.  Then the voting for the said contract will be on August 4, 2009 at the Town Hall.  The estimated cost for the agreement for the 2009-2010 school year is $13,067.

Mike opened the public hearing at 7:03pm.

School Board member Charles Wiebel explained that the original CBA included a step increase plus an increase to the hourly wage within the steps and through further negotiations the school board was able to remove the hourly wage increase.  This CBA is for one year and will be renegotiated in September.  Gail asked how many employees are at the higher steps and will make the 14th step effective and Ms. Rioux replied there are 3 next year and that there are no change in the benefits for this CBA.

Ms. Vaugn informed the public that the School Board will hold a public hearing on Monday at 7pm in the High School Library to accept grants coming in as revenue and appropriate them for 2008-2009 and the stimulus grants for 2009-2010.

Mike closed the public hearing at 7:33pm.

Ann Titus motioned to discuss the CBA, 2nd Chris Somma.  Motion carried.

Mike asked the committee if they would agree to have the vote as a roll call and they agreed.

Gail Ellis motioned to accept the Collective Bargaining Agreement for the Custodial Staff at $13,062 as written, 2nd Ann Titus.  Roll Call – Cindy Snowdon (yes), Ann Titus (yes), Sam Cataldo (yes), Mike Morin (abstain), Chris Somma (yes), Brian St. Onge (yes), Ken Dickey (yes) and Gail Ellis (yes).

Sam Cataldo motioned to adjourn, 2nd Ann Titus.  Motion carried with all in favor.

Meeting adjourned at 7:38pm.
