BUDGET COMMITTEE
MEETING MINUTES
Thursday – January 29, 2009
356 Main Street - Farmington, NH
Members Present: Mike Morin, Brian St. Onge, Cindy Snowdon (arrived at 7:54pm), Chris Somma and Jim Horgan.
Members Excused: Steve Henry and Arthur Capello
Selectmen's Rep: Gail Ellis
School Board Rep: Joe Pitre
Chairman Mike Morin opened the meeting at 7:00pm.
Mike informed the public that the budget committee currently has five open seats, three -3 year seats, one – 2 year seat and one – 1 year seat. All residents are encouraged to get involved and run for a seat. He also informed the committee that Ann Titus resigned from the Board because she is now a full-time employee of the school district.
A. Jim Horgan motioned to accept the minutes of 12-3-08 as amended to reflect a spelling correction, 2nd Joe Pitre. Motion carried with Mike Morin abstaining.
B. Joe Pitre motioned to accept the minutes of 12-9-08 as amended to reflect the addition of the explanation of the posting errors mentioned under #1 and the addition of the title of food service director under section 2a, 2nd Jim Horgan. Motion failed with Chris Somma and Mike Morin abstaining.
C. Joe Pitre motioned to accept the minutes of 12-10-08 as amended to reflect the explanation given by Ms. Langa when Cindy Snowdon asked why the virtual high school books are not funded, 2nd Jim Horgan. Motion carried with Mike Morin and Gail Ellis abstaining.
D. Joe Pitre motioned to accept the minutes of 12-18-08 as amended to reflect a few grammatical changes and the addition of the descriptions of who presented each budget proposal, 2nd Jim Horgan. Motion carried with Mike Morin abstaining.
E. Brian St.Onge motioned to accept the minutes of 1-23-09 as written, 2nd Jim Horgan. Motion carried with Joe Pitre, Mike Morin and Gail Ellis abstaining.
- Establishment of Town Budget Proposal Schedule:
A. The committee discussed that the last day to hold a public hearing is 2/13/09 and then set the following schedule for the town to present their budgets.
2/4/09 – Tax Collector/Rec./ Water/ Wastewater to present
2/6/09 – Police/Fire/Planning/Codes to present
2/10/09 – Highway/Landfill/Admin/ Warrant Articles/Library to present
2/11/09 – open as a snow date
2/12/09 – Public hearing with a contingency date for the 13th if needed
2/13/09 – Committee meeting to sign the MS-7
2/18/09 – Regular committee meeting
2/25/09 – Regular committee meeting
4. Other:
A. Jim commented that the committee needs to meet with the school department prior to the budget season next year to establish what the committee is looking for, especially in regards to the COLA increases.
B. Joe reminded the public that the deliberative session is 1/31/09 at 1pm at the high school.
Brian St. Onge motioned to adjourn, 2nd Jim Horgan. Motion carried with Mike Morin and Joe Pitre abstaining.
