Summary:
Walmart received temporary approvals for the operation of the garden center from the Planning Board during the time that the expansion project was being reviewed. With the rezoning of the area to VC1 the previous configuration of the garden center is no longer permitted. A special district would allow Walmart to continue using the area as allowed prior to the rezoning and exempt the project from Site Plan Approval by the Planning Board. Full site plan review triggers a complete zoning review of the entire parcel. Please find attached an introduction letter, zoning district map, zoning amendment and site plan.
