The position of Budget Analysts and Purchasing Director was eliminated in 2012 and replaced with an Accountant position. The Budget Analyst position was responsible for staffing the Recycling and Energy Efficiency Advisory Committee (REAC). All former duties of the Budget Analyst were reassigned to other staff and the new Accountant position with the exception of staffing REAC. Several staff from other departments have been offering minimal assistance during the past year including a USM intern.
Additional funding is necessary to properly staff REAC with a part time position (30 hours per month). The Energy Efficiency Reserve Fund has a balance of approximately $40,000. We recommend transfering $7,200 from this fund to cover costs through June 30, 2014. Future funding for this position should be a consideration while developing the next operating budget without consideration for on-going funding through a reserve fund.
