Presentation and introduction of a zoning amendment to create a Water View Overlay District requiring a Conditional Use approval for development on lots that may affect a water view.

ACTION: Schedule Public Hearing
Summary:
The Council accepted a request by the Board of Zoning Appeals (BZA) to review the Zoning Ordinance's requirement for a Conditional Use approval for development for non-conforming lots that may affect a water view. The Council assigned this review to the Community Development Committee (CDC).

The CDC has met several times and held a public input meeting. The proposed amendment is the first step in a phased approach of zoning amendments to resolve this issue. This first step creates a Water View Overlay District to require all lots that may affect a water view to gain approval from the BZA.   

CDC Chair Tony Payne and Community Development Director Amanda Stearns will make a presentation outlining the proposed changes and answering questions from the Council.  Please find a introductory letter, amendment language and explanatory memo attached.
