Order on amendments to the Code of Ordinances in regard to mooring assignments and waiting lists.

ACTION: Council action is anticipated.
Summary:
The intention of this ordinance change regarding the waiting list is to “weed out” those on the list who are not committed to having a mooring and boat and thereby providing a more accurate number of residents, and non-residents, who truly desire a mooring.  This will provide more accurate information to craft policy regarding access for Town Landing.  According to Harbormaster Twombley’s experience this year, about one third of the residents he called from the wait list did not accept the mooring permit.  The other amendments and strikeouts by Town Attorney Bill Plouffe are to “clean up” discrepancies in the ordinance or eliminate language regarding actions that have already occurred.  

The language of the proposed amendment has been changed since its introduction, as requested by the Council.  This change was grammatical, and not substantive.  The introduction letter and a new copy of the proposed amendments are attached.
