Public Hearing on amendments to the Code of Ordinances that will update the procedures and rules concerning the use of Parks and Public Lands.

ACTION: Schedule Order.
Summary:
The Land Management Team (Parks and Public Works Director, Community Programs Director, Open Space Ombudsman, Land Trust President, FTAC Chair, and Town Manager) have developed ordinance amendments that will update the current regulations and propose some changes in how Parks and Public Lands are used by the public. A list of designated Parks and Public Lands, a list of the current hunting status for public lands and copies of the proposed amendments are attached. Also attached is a memo by Bob Shafto (Openspace Ombudsman) detailing the rationale behind a Dog Leash ordinance, and a copy of the Deed for the Falmouth Nature Preserve.

Note: Staff has incorporate two minor changes since the last version of this proposal was posted and advertized for a public hearing.

1. Town Landing was inadvertantly listed on the "Designated Parks and Public Lands where dogs are required to be leashed between April 1 and September 30 to avoid disturbing wildlife in accordance with Article IV., Section (6) e in the Code of Ordinances." list. The Landing should not be on this list and has been removed.

2. Community Park is listed on the "Designated Parks and Public Lands where dogs are required to be leashed between April 1 and September 30 to avoid disturbing wildlife in accordance with Article IV., Section (6) e in the Code of Ordinances." list. Language has been added to allow dogs without a leash on certain parts of this property, specifically in the area that is undeveloped and north of the kiosk and picnic table area beyond Field C.
