Subject:
Order to authorize the Town Manager to issue a Request for Proposal (RFP) regarding the preparation of a Route One South Infrastructure Enhancement Plan.

ACTION: Council action is anticipated.
Summary:
On March 28, the Council reviewed a staff memo concerning Route One Infrastructure Improvements. On July 11, the Council approved an Order to authorize the Town Manager to enter into a Local Administration Project agreement with the Maine Department of Transportation for road repaving on this section of Route One. This RFP for an Infrastructure Enhancement Plan for Route One South will evaluate infrastructure options in the public right-of-way (ROW) from Route 88 to the Turnpike Connector before and after the upcoming MDOT repaving project.
Based on Council feedback in March, the RFP includes Alternate 1 concerning on-street parking and Alternate 2 that addresses the at-grade Turnpike Spur-Route One intersection.
Actual construction expenditures, not including those in the current, approved budget year, are subject to Council approval at a later date.

Attached is the draft RFP for this project prepared by staff. This RFP has been reviewed by MDOT and PACTS.
